Jace and Emmara once were close friends. Emmara was the first person Jace met shortly after he first planeswalked to Ravnica, amnesiac from his duel withAlhammarret. Jace's dealings with Tezzeret's Infinite Consortium began driving Jace and Emmara apart, culminating in the Maze race when Emmara would learn of Jace's nature as a planeswalker, and of worlds beyond Ravnica, which tore her apart emotionally. After Jace became the Living Guildpact, Emmara visited him and asked him to erase her knowledge of those facts, which Jace sadly acquiesced. Being that Emmara's a healer, I knew it was high time she got a card with a lifegain-related effect on it, and something tied to card drawing would fit her association with Jace. Originally it was just going to be Dawn of Hope, but I thought it would be neat to try Horizon Chimera's card draw-triggered lifegain effect instead, so each time you draw a card, say with one of Jace's abilities, you gain life, creating a simple yet elegant sense of synergy befitting the flavor connection. For Commander players, it would be nice to be able to play Jace and Emmara in the same deck, so she has an off-color blue activated ability that requires you to control a Jace planeswalker. Quite fittingly, it draws you an extra card if you need it, triggering Emmara's first ability in the process.

They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. While I'm not sure on how interestingly this particular card would play (it seems oriented towards being a combo-control commander, would not be very good in Limited, and it's hard to say how well it'd work in normal Constructed) I do like the way it represents the concept of friendship.

Yes, it would probably work best with cards like Archangel of Thune and Well of Lost Dreams. Could it be modified to offer one of several benefits for drawing cards? Say, maybe putting an extra counter on a creature, planeswalker, or player? Or creating a token?

The original design looked clean and focussed, this looks like it fell into the hands of a kid with a glue-gun. Though I like that the +1/+1 counter option is a Melvinese answer to the Vorthosian question why Emmara Tandrisis so buff.

This way, there's more interaction with Convoke and Populate as well. The second ability helps prevent a ridiculous combo with Beck. Although, I'd kinda prefer to go back to the extra counter effect as it better represents her healing abilities and offers more synergy with Jace and other planeswalkers.
