Whenever you cast a spell that targets a creature you control, you may draw a card. If you do, discard a card.
Whenever a spell you control deals damage to one or more creatures you control, you may draw a card. "Of course our methods are safe. We haven't had one test engineer fatality in years!"

Art concept: An Izzet Goblin, the Weapon Tester, is pointing an electrocannon at his target, another Goblin who is trembling and sweating. The cannon crackles with charged-up electricity while the Weapon Tester is looking away from his target, talking to someone off-screen in an indignant manner as he prepares to fire the electrocannon.
MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
Hmm, how about changing the damage trigger to a rummaging effect? That way, the first effect feels blue while the second feels red.

Originally, I was looking for something that let you draw a card whenever a spell you control dealt damage to a creature you control, but I like how the added discard synergizes with Flashback, Jump-start, and Madness. Although, if both of the effects merely loot or rummage, then the card doesn't really help a burn deck refuel like was originally intended.

This way, you're encouraged to target one of your own creatures with a burn spell now and then to help reload. Plus, it works well with wrath burn like Deafening Clarion. But, then you lose out on the fun of drawing off combat tricks.
