Indulge is a Rakdos-y twist on Exploit, wherein you can either discard a card or sacrifice a permanent when the indulging creature enters the battlefield. Time to party hard, Rakdos-style!

That's a nice idea. It gives the mechanic a nice way to interact with previous mechanic hellbent. And I like offering-like deals for Rakdos.
A problem with many old cards that allow you to sacrifice any permanent for a benefit is the tight economy around lands. If you allow lands to be sacrificed that way, you have to take those "free" permanents into account - it can be correct to go for it, but also could be a way to cut yourself off of the resources to stay in the game. Used aggressively on-curve you play the land, tap it for mana, then sacrifice it. Creates intersting decisions, but also options to fail your own game plan.
The risk exists especially when creating cheap cards with such an ability. It's an ongoing issue I have with one of my own mechanics.
You also have some silly designs, where it is without doubt always the superior option to sacrifice the base creature to get the indulged tokens rather than doing nothing, which takes away some of the depth e. g. Rakshasa Gravecaller's body is a true alternative to the Zombie tokens, while you offer the choice between one 2/2 with menace and two 2/2s with menace (and three 2/2s with menace for a cost).
Your cost is strictly easier to pay than an exploit cost, but that should only make the triggered ability less directly powerful, not reduce the main body.

I see your point about how saccing Undead Thriller is usually more advisable than not indulging at all. Thriller started out producing just one token, but since it's a nod to a famous song and dance (for some reason, a lot of my Indulge designs leaned towards dancing flavor), I decided to try two tokens instead of one. But, I neglected to make the main creature bigger. Making the main creature smaller can be a trade off for Indulge's greater flexibility, but it could still be 3/3 or maybe 4/4.
Dancing Devil suffers from a similar problem, though less pronounced. But, what else can, or should, a 1 cmc Indulge card do? I guess it could be a 2/1 or 2/2 with some kind of drawback.
Since being able to sac lands could end up guiding the player towards feel-bad moments, I could restrict the permanent saccing option to nonland permanents. I just figured making it as flexible as possible helps support a wide variety of deck strategies.

I think this might be better served by just allowing you to discard a card rather than sacrifice permanent, land or nonland; a more focused mechanical identity and an easier-to-remember keyword is better than something that's more flexible but that has all of the problems that sacrifice brings.
My main reason for including sacrifice as an option was to help it play better with Undergrowth and other potential death or graveyard-related Guild mechanics *coughOrzhovcough* after I found myself having a hard time choosing between Madness and Morbid as a Rakdos mechanic. But limiting Indulge to discard could be an interesting idea. I might try a second pass at my earlier designs after work today.

Yeah, but that kinda deviates from the whole "suicidally reckless" vibe Rakdos has going on. Yeah, saccing other stuff does still feel pretty Rakdos, but they aren't normally known for their sense of self-preservation (unless their illustrious parun is involved, anyway).
