This is a cycle of prospective mana rocks designed with GRN in mind. Like your usual guild mana rock, each Book taps for one mana of either of its guild's two colors, and it features a repeatable activated ability requiring one mana of each of those colors.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
I actually expected a suggestion for a product analogue to Planeswalker's Spellbook. A Guild's Spellbook if you want, but that probably would just be mostly going through a list of major cycles like Guildmages and Guild Charms and Guild Leaders and Guild Champions etc.
The concept is sound, but the effects are clearly not all meant to be cost equally.
The first one of Dimir allegiance clearly does a good Seer's Lantern and would be a fine common.
But already the second sample is clearly underestimating repreatable token creation. If it cost {2} more to activate it'd fit the uncommon mold of Vitu-Ghazi, the City-Tree (getting to produce colored mana for that edge {3} mana artifacts have over lands). The current version outpaces rares - and that's usually not where you put your cycle of mana rocks.
I'm a proponent of more subtypes and Book/Tome is a definite artifact type we could have had since day 1.

Planar Chaos was not a mistake neither was it random. You might want to look at it again.

Er, wasn't Selesnya Evangel common? I assume the reason Vitu-Ghazi's ability is so expensive is because it's a land, and therefore free to play. Since Golgari Guildbook's ability adds a sacrifice cost, I suppose Selesnya Guildbook could add tapping a creature you control.

At any rate, I picture Guildbooks being uncommon much like Keyrunes, since the Guildgates already provide common fixing for each guild. Being Books, they could have been a new cycle of Cluestones, maybe with the extra relevance of an added subtype, but I thought a cycle of Books that each provide a small spell-like effect would be cooler. Ideally, each one would tie in to its Guild mechanic somehow.

These are great. I think there's no need to make activated ability costs all the same. I also think Dimir and Izzet ones are too close in function, with the Izzet being way better because it's easier control with GY shenanigans, it digs one immediately while also providing more hand quality (see the "proof" below).
Let X be the weakest card in your hand, Y be the card on top of your library and R be the average of a random draw. If you activate the guildbook and draw a card your hand will looks like, for the Dimir
X + max{Y,R} + other stuff
And for the Izzet
R + max{X,Y} + other stuff
Because your weakest card is generally worse than a random draw (otherwise why are you spending 2 manas for filtering ?!) the Izzet guildbook will give you the better hand.
