I originally designed this legend for Innistrad, but since Ravnica has a couple guilds that could fit Madness - the Cult of Rakdos and the Izzet League - I feel this works just as well on the city plane. Robots? Zombies? Lightning bolts? All part of the genius plan!

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
Maybe include a provision that the first ability only applies if you haven't cast a spell for its madness cost that turn?

I think your intention is to make certain the rules treat these as linked abilities, so "~'s madness cost" is sepcifically linked to the madness cost printed on the card. Other acquired madness costs would cast the spell for the default mode (i. e. without X). The rules for conspire already imply that this is how the rules handle this, but I currently don't feel like weeding through the rules for linked abilities to demonstrate which subsection of the rules for linked abilities causes this.
If in doubt you can explicitly add the rules there (as has been done e. g. with champion).

Limiting to once per turn does lower the ceiling of crazy, but it may be better to restrict it to only creatures or only instant and sorceries as that would be more slightly elegant. I don't know. This seems difficult to judge at a competitive costing.
The original version with no once-per-turn limit seems fair enough to me, since you still end up paying for all of those cards.
This is not as good as "whenever you cast a spell, draw a card" for UBR since you still need a discard outlet and you only maintain card advantage; you don't actually get to see more cards like you would by drawing more. That being the case, I don't think there's anything wrong here.
Maybe reduce his toughness so that bolts and token hate are more likely to disrupt you? Even that doesn't seem strictly necessary.
I'm personally mostly worried about him essentially flashing in anything you want by discarding it at instant speed. I'm not sure how powerful a vedalken orrery (that also makes CA) in the command zone is (if it were to prove problematic, perhaps DJK3654's suggestion could come in handy).
It seems good, but not particularly broken. It's mana cost and not converted mana cost so that makes it okay with cards like Ancestral Vision. You're not cheating on mana. It allows you to cheat on timing with instant speed discard effects, but giving things flash has existed for awhile and not broken anything. Really my biggest problem is just that it works so well with the Grixis wheel lords in commander and that archetype is already fairly frustrating.

My biggest concern is how does this interact with X-cost Madness effects like From Under the Floorboards and Avacyn's Judgment?
