I always loved artifacts, and loved when Alara gave us the Esper shard with great artifact creatures. But it was always stated that the Esperians(?) had this mission of infusing all life with etherium, yet no such effect is found in the set.
And I always wanted an Azorius commander for artifacts, so I thought I should do one myself
Only a small, often considered insane, subgroup of those on esper believed in infusing all life with etherium. Its assumed they died when they infused etherium into Drakes making them stronger and more savage.
The card looks worse than it is due to its own effect reducing its activation cost. While cute it makes it look better if you drop the 1 from activating.
Its a reasonable card but it feels kind of boring.

I'd like it more if it had an X ability where X is artifacts, assuming you keep/modify the etherium counter ability.
My first thought was to also give it the ability to T: Regenerate another target artifact. But regenerate is obsolete and I felt giving indestructible until end of turn was not quite right lore-wise. I'll try to think about something to improve the card.

That's not Azorius. That's some kind of white-blue Esper legendary creature.
I think the thematic notes are quite well hit. You have the ability to turn something into an artifact with etherium (note: counter names are not capitalized, just a minor template thing). And the Training Grounds for artifacts (is there such a card already?) is certainly a nice reward for doing so. The cost reduction for artifacts also allows this to play two strategies that are at an angle to each other: Plaing artifacts, or playing activated abilities that you can turn into artifacts. You can go all-in on either, or both or just use some of each column and still get something out of this, so there is a lot of potential here. The cost to turn something into an artifact strike me personally as high, but it might be fair.

You could always go with temporary indestructible. But I'd be careful. The card already has three different effects, you don't want to go an make it more complex than it already is by adding a fourth. You could integrate something into the ixisting abilities e. g. the activated ability could also have an UEOT effect.
I think the card already is encouraging a game plan though and well-cost it can be a good commander.

When I said Azorius I was mostly talking about the color identity, didn't mean the Ravnica guild, sorry for the confusion. But I'm very happy with your comment ^^, your analysis of the strategy was exactly what I was looking for with her.
And as you said, three abilities is enough. Didn't want to overcomplicate.
I would avoid adding any sort of bonus indestructibility. The reduction of activated ability costs is a lot stronger than it might initially seem. It works especially well with equipment by reducing the cost to play & equip by 2, so you can play and equip a Jitte for 2 or a Sword for 3. You get a lot more out of already-good cards like Mirage Mirror or Mimic Vat.
As-is, I think it's a good card because of the new sorts of decks it allows without creating too many more infinite combos.
It does goes infinite with Basalt Monolith. Even if that's more the fault of the Monolith than the commander, that means that if people were hypothetically familiar with her like a real commander card then they would immediately assume you're playing that combo. There are any number of other new two-card combos she allows, like Pili-Pala+Paradise Mantle.

You also get a lot more use out of obscure artifacts like Sacred Armory, Predator Flagship, Golem Artisan, Shell Skulkin, and Well of Knowledge.
A lot of the cantrip-y artifacts even become borderline busted, like Surveyor's Scope, Wayfarer's Bauble, Expedition Map, Skycloud Egg, or Terrarion.
