I thought it'd be cool if there was a RWU flying matters legend. Meet Ultarius, Sky Admiral:
Ultarius, Sky Admiral1RWU
Legendary Creature - Bird Soldier
Flying, vigilance, haste
Other creatures you control with flying have vigilance and haste.
Whenever three or more creatures you control with flying attack, you may draw a card.
3/3
A relatively simple commander who provides your fliers with vigilance and haste, and rewards you for attacking with multiple fliers at once by letting you draw a card.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
Why did a flickering legend have green? Or a lifegain matters legend have blue? Sometimes it's good to explore a theme in unusual colors. Plus red offers some of the game's coolest fliers, especially when combined with white. And I was going for a certain aesthetic theme as well.

I'm 90% percent certain the type of ability "creatures with keyword gain keyword" is a rules nightmare you don't want to tread. While a single version of this ability appears fine the moment you open that box you run into some ridiculous dependency loops. Because its haste and vigilance it will work fine if it is a trigger at beginning of combat.
The draw ability is interesting but it would fit better if it was a sabatuer effect as that falls more squarely in blue since the other ability is obviously red white.

Dragon Tempest & Kwende, Pride of Femeref show it’s really not a problem. Seriously it’s no different than another card checking for a creature type, power/toughness, converted mana cost, legendary...etc. Its just looking for a marker that the card has. The only reason Dragon Tempest only gives temporary haste is because haste is basicly irrelevant after a creatures first turn on the battlefield. Other keywords tend to be useful while its on the field.
@ Manite - The only change I’d suggest changing is to have himdraw a card if you attack with a flying creature. This way you get to draw a card even if he's the only flying creature you have to attack with. Flavor wise it’s just blue scouting the area.

No, it is radically different from checking types, p/t, cmc or some other marker. It would be the same if it was zombies are also goblins and slivers, checking for things in the same layer they are granted is a nightmare. Kwende is the only card that functions this way and it functions fine because it essentially overwrites the keyword its checking. When you get multiple static effects granting keywords you can get into complicated loops that while they have correct answers most people won't be able to figure out the answer. You lose nearly nothing by making it a combat trigger except the inability to use tap abilities on the opponent's turn the same turn the come into play.
I see user_938306's point about granting vigilance and haste at the beginning of combat. The "three or more creatures with flying" requirement for the card draw is supposed to reward flying in formation, but maybe reducing the reduction to "one or more" would work better. That, or the buff needs to be bigger, like giving your creatures +1/+1 and first strike until end of turn. There could be a separate enchantment that captures the formation flavor, though.

Mostly so Dragons and Phoenixes can be in the Commander deck.
