This started as a design for a BG Vampire legend from Zendikar. This character is a vampirized Elf of the Mul Daya tribe, who uses their Elven connection to the land to leech mana as well as life.
NAME, Mul Daya's Blight4BG
Legendary Creature - Vampire Elf Shaman
Whenever a player taps a land for mana, that player loses 1 life. If that player is your opponent, you may gain 1 life.
Whenever a player taps a land for mana, add one mana of any type that land produced. Until end of turn, you don't lose this mana as steps and phases end.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
