These are some experimental Rogue tribal card designs. Since Rogues are well established as the standard sneaky class, I figure one of their tribal themes could be layering different evasion effects.
Wall Grappler1U
Creature - Human Rogue
Rogues you control can't be blocked by Walls. "It's amazing how a metal hook and some cord transforms an impassable barrier into a brief exercise."
2/1
Stealth Glider2U
Creature - Human Rogue
Rogues you control have flying. "The ground floor is guarded by a squad of armed soldiers, a heavily armored automaton, a complex security grid, wall turrets, and a really yappy guard dog. But I happen to know they like to keep a window open on the roof..."
1/2
Master of Disguise2U
Creature - Human Rogue
When ~ enters the battlefield, choose a creature type.
Rogues you control are the chosen type in addition to their other types and can't be blocked by creatures of that type.
2/2
Slinking Vermin1B
Creature - Rat Rogue
Rogues you control can't be blocked by creatures with power 2 or greater. "The key to living a long life is avoiding fights with people bigger and stronger than you."
2/1
Classy Briber2B
Creature - Human Rogue
Discard a card: Target creature can't block Rogues you control this turn. Money can be as effective as any cloak or dagger.
1/1
Tunnel DiggerR
Creature - Goblin Rogue
Creatures with flying can't block Rogues you control. "They gots sentries scanning the ground. But I'll betcha they don't gots sentries scanning under the ground..."
1/1
Alarm Tripper1R
Creature - Goblin Rogue
Whenever ~ attacks, you may discard a card. If you do, ~ deals 2 damage to the player or planeswalker it's attacking. Untap all creatures controlled by that player or that planeswalker's controller. Those creatures block ~ this turn if able. After Slinko accidentally tripped the alarm for the third time, his boss decided to work that into the infiltration plan.
1/1
Brutish Burglar2BR
Creature - Ogre Rogue
Rogues you control have menace. Some thieves like to use stealth, deception, or bribery. Others merely need crack their knuckles to get the job done.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
I like all of these designs. The one I see as the weakest of the bunch is Wall Grappler, but I think it could be interesting if you added Red to the cost and made it give Reach to all of your Rogues as well. Flavorful with grappling hooks and ropes and fits with the wall theme.
These obviously look quiet a bit less impressive all next to one another as evasion abilities tend to get redundant as you stack them upon one another. That's the benefit of the reverse approach that prowl took.

Planar Chaos was not a mistake neither was it random. You might want to look at it again.
[thread=239793][Game] Level Up - Creature[/thread]
Obviously there would be more to Rogues than simply being evasive. Card-drawing effects, combat damage triggers, and Gold or Treasure tokens all could factor into the Rogue game plan.
I imagine a plane based around thievery and other crimes, where Soldiers, Walls, and other creatures with Defender are also common to help counterbalance the sneaky Rogues. Imagine security systems that can trigger when a creature attacks, at least as long as they're untapped. There could also be magical hacking and Detain could return as a law mechanic.

What if you just lumped walls and other creatures with defender together? The evasion ability you use is a relic from when walls were defender in its entirety, so it could stand to be broadened to "can't be blocked by creatures with defender."
You're allowed to reference creature types. A wall grappler evading Walls makes sense. Evading a Soldier with Defender? Not quite as much. Besides, blocking is all 90% of creatures with Defender get to do on their own; it's what they're supposed to be best at. A Rogue that allows all your Rogues to dodge all creatures with Defender would wreak havoc on a Limited with large numbers of both Rogues and Defenders.
That said, the Defender theme would encompass more than just Walls, yes. But I could also see a Wall minitheme show up to make the Wall Grappler matter. A new Wall cycle, for example, one geared towards the stealth theme.

I think a Defende theme and a Wall theme within that one is convoluted and redundant. Why not keep just the Wall theme ?
If you want to convoy soldiers on lookout, use Vigilance and possibly mechanics that synergize with it.
