Every now and then i get an Idea for a Legendary creature brewing in my head. I am a vivid EDH player and sadly there is not always a Legendary creature that fits the criteria I want. Zombies never had a creature that really did what i wanted until Ghoulcaller Gisa, and then we also got The Scarab God and I am worried I will one day have 2 dimir decks which is not something i am fond of. (Vela the Night-Clad) is the Dimir deck i want.
of course even though Mono-black does now have something that interests me I still have not built Ghoulcaller Gisa. (Other deck have taken priority) But that does not mean my brain is not still fidgiting.
so here is one that i thought up.

Legendary Creature- Rat ??? (not fully sure what is creature class would be)
Creatures you control have base power an dtoughness 2/2 and are named "Relentless Rats" in addition to their other names and have "This creature get's +1/+1 for each other creature named Relentless Rats you control."
3BB: Create a 2/2 rat token named "Relentless Rats" that has "This creature gets +1/+1 for each other creature named Relentless Rats you control"

As you can tell he is based on the idea of Relentless rats (Still my favorite card) and I like building decks with them (Even if i sold all 47 of them a few years ago due to my leaving MTG after a deck was stolen) I am not sure if his ability should also be a tap, or if making the cost 2 more than Relentless arts cost in the first place balances it out. What I like about him however is that he adds the name instead of changing the name. The deck itself does not even need relentless rats to work but I would still include about 25-30 just in case my king goes bye-bye. (and this stacks with relentless rats anyway)
I could also change the wording and make him a different color and creature name. While it would not have relentless rats, i could make him a green elf wand change everything to "Relentess Elves" (you get the point)
So thoughts? Balancing? (My Playgroup sometimes allows me to make Custom Commanders fro a deck and test them out (Some people may Remember my Four Horsemen) So if I can balance this guy, would be fun to use him. (or I may even make it a different creature type and color.)
It's basically a non-tribal Coat of Arms, which is bonkers in any token deck. I don't know what attitude your playgroup takes to your custom creations, but this is a kill-on-sight commander because he'll win you the game the turn you play him. Of course, he requires combat and a board state, which might be enough to hold him back in a meta of instant combo-kills, but it could be too much in a casual setting.
I say he shouldn't apply the effect to himself, since you want to make something like this more vulnerable. The activated ability is harder to evaluate mostly because this guy (or the game) probably won't last long enough to use it.

yea I ahve already re-worded it to rats (not any creature) and yes he does include himself. His greatest power would be with Conspiracy

It is essentially Relentless rat's effect. So yes it stacks with relentless rats, but it a true rat swarm lord.
This however does weaken the added benefit of naming the cards Relentless rats, which i might put back in. (i really liked that bonus)
This needs nontoken so you don't have to deal with the nightmare that is his token rats being double relentless rats. Also other various power concerns will be fixed if you include nontoken.
Any changes you've made should be edited in the op, its hard to give further feed back if you've already changed the card.

I assume the intent is for the other creatures to keep their individual abilities, so you'd get some flying Bird Rats, Scorpion Rats with deathtouch etc.
I would consider switching the casting cost and activation cost so you might get to drop this and next turn a land for the first token. I'm not taking balance into account for this at all though. ^^
