Much like with Bolas, the front face has a more minimal effect so you're encouraged to activate the transform ability. The cost is WUBRG so Ugin can be played with Morph and Devoid cards.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
His card requiring all colors of mana then caring about colorless feels awkward at best. Also the fact that you have to use his 0 before his first + is actually good is disappointing. His - is excessively oppressive, but it should be so late in the game that it shouldn't matter anymore. The second + is really interesting but might be too much card advantage it's difficult to pinpoint how strong such a costly Walker should be.
If you want it to be 5 color then add the emblem effect to the first + but don't care about colorless and make it only that turn. Let the - be -X and hit creature or planeswalkers not both at the same time. Maybe add a splashier ultimate instead of the manifest ability. Or make it much larger as an ultimate.
How do you imagine commenting this card, that OBVIOUSLY panders to CCI, without discussing it? If you wanted an Ugin card in any other format than EDH to play with morph, you could and should leave it colorless, as an Ugin card should be. Having a color on an Ugin card is a blasphemy in my book.
Having 6 power and toughness for 6 mana is not a minimal effect, especially that it doesn't demand any color.
How do you imagine mana base building with this card? A lot of sources of different colors, to be able to flip it, and a lot of colorless sources to use the emblem? I get that it creates colorless mana itself, but this is really awkward.
Having a planeswalker that can sweep a majority of board AND stay on 4 loyalty to do it again is a lot, probably too much.
I feel like second +1 should be rather instead something like "-5: Draw three, manifest any number", or even "-9: Draw seven, manifest any number". Like this, this card lacks a Timmy factor, that should be easily supplied in a card like this. Also, "+1:Draw two, protect myself" seems to be to easy to run away with a game. I don't think there was a planeswalker in this game that plused, made card advantage and board state in the same ability.
Could the +0 be rolled up into the transform ability? I know emblems are supposedly restricted to planeswalkers to make them speical, but thematically that sparking Ugin is just turning into a planeswalker, so:

This would tell a more interesting story: Ugin transcends the need for colored mana in the very moment he achieves them all - and that very insight causes him to ascend. (I haven't caught up on the Core 2019 storyline to evaluate the actual lore for Nicol/Ugin ascension, if that topic is covered there.)
Mechanically this means you also save space on the back face and can either go to three abilities without a disappointing prelude or balance out four abilities a little better e. g. I agree that the -3 sweeper is currently a little oppressive and a true ultimate would be an option.

Manifesting from the hand is super powerful because it gives way too much control of what card goes face down (and then you flicker and Emrakul face up). All but two of the manifest cards pull from the top of the library, and one of those two only gives you a choice of the top two from your library. Draw two is already a bit strong for a +1, so you probably could restructure.
The Emblem as a planewalker ability is not exciting. I like the previous poster's idea to make the emblem part of the transforming ability, though I don't think its that important to have the emblem at all. You could even bake that into his mana generating ability.
The -3 is a solid variant on other Ugin's power suite.
To be a mirror to Bolas, Ugin needs an actual ultimate. I put down a mass manifest with a colorless creature buff that can both his for a lot and keep up a wall for a turn, as a powerful but not auto-win ability.
