I wonder why MTG don't use this wording more often. Imo this is way better 'go wide' hoser then the typical sweeper effects such as in Goblin Chainwhirler. The reason is that the sweeper version is very swingy. It is either useless or a total blowout. This swingyness is perceived as weakness and designers feels comfortable adding then to already pretty strong cards. Again, Goblin Chainwhirler. Massacre Wurm for an older example.
These cards are way weaker vs. go wide then sweeping, but not being useless in normal match ups makes then proper for main decking. I feel it really hits a sweet spot between being good vs. go wide and go tall.
And yeah, this is basically red's distributed damage for other forms of creature removal.
These effects aren't typically used for two reasons. First, math is confusing to players. This is a sad fact but it is a fact. Second, all of your cards are significantly undercosted. Just because there is a restriction doesn't mean you can get that much card advantage for so cheap. Sweepers aren't costed as if they are hitting 4+ creatures, they are expected to hit 2ish creatures so your cards would have to be costed as much as actual sweepers so there is little point to making them.
Wave of Frost, This is a two mana white effect. White taps and leaves them and blue taps them and locks them down. This type of effect isn't worth running in any main deck in standard. If it was bounce then it would be even more undercosted and actually be playable.
Doom Razor, this much flexibility on hitting small to medium creatures would probably cost 4 or more at uncommon to make sure it doesn't invalidate strategies in limited. It could reasonably cost 3 at rare but then the actual sweepers are better
Dark Storm, fake damage is interesting once or twice, using it repeatedly and it blurs the line of what the color should be doing. Rolling Thunder is a decent card but its really the type of effect red should have because black should get actual sweepers.
