I think your mixing too many colour actions into a white card.
Exile is mainly white
Counter is mainly blue
Destroy is mainly black
If anything I'd design this as an artifact , then have the counter be blue phyrexian mana, and destroy be 2 black phyrexian mana.
I think there is too much going on in the card though. I could see redesigning it into something to hose tribal decks, which is kind of does. It just feels clunky.
IMO this card is fine as far as color pie is concerned. Countering is kind of there in W's pie though it has been let go as the secondary in it. I would personally push it more. Anyway, this card essentially says that as long as it's untapped spells with that name can't be cast. This card is also phyrexian, so maybe some bends, towards B at least, are to be expected? W does destroying almost on a by set basis though it's most often accompanied with a restriction of some sort.
I'm wondering why it just doesn't destroy permanents that share a name with imprinted card (Winnow?) - especially as that's what the first ability does. With that in mind, those abilities could be combined into one if it were to exile:
Exile target spell or permanent with the same name as the exiled card.
If you really wanted to make sure this is 'more W' you could turn it into more like:
Imprint — When ~ ETBs, exile target nonland permanent and all other nonland permanents with the same name as that permanent.
Opponents can't cast spells with the same name as a card exiled with ~.
Tahazzar understood perfectly where I wanted to go with the card...but gave me a much easier and less clunky way to describe the kind of effect I was aiming too, so if you allow me can I use that to update the card?
Yeah basically this card is based of Exclusion Ritual, i mean the name of the creature is even in the flavor text hahaha
