Final Decree - Azorius. "Own" is truly bizarre here. This is supposed to beat Control Magic effects when they're in Aura form, yes?
Emblazon - Boros? Maybe Selesnya. Multiple Aura token copies sounds like a headache but if it's just universalizing the effect of one Aura in practice maybe it's grokkable enough.
Double Agent - Dimir. A venerable design. Seems fine.
Terramorph - Simic. Or Izzet? Feels much more rare than mythic. Old school design but still technically in the current color pie! I appreciate this card.
Doomsday Demon - Rakdos. Only one colored mana requirement is strange for an effect like this. Quite similar to Hellcarver Demon.
Psychic Aneurysm - Dimir. Probably too easy of a whoops-you're-insta-killed. Feel-bad moment for anyone who went hellbent.
Rapid Response - Boros. Flash isn't really red, nor is flash-granting, so this seems more like a green card mechanically. Flavorfully it's all Boros.
Inexorable Ooze - Golgari? Reef Worm is fine and thus this is fine.
Titanic Proportions - Selesnya. Hard to evaluate. Fantastic flavor. Mossbridge Troll is acceptable, so...
Guild Lotus - Not associate with any one guild. Another well-worn design. As acceptable as it always was.
Inexorable Ooze - Golgari? Reef Worm is fine and thus this is fine.
The tokens it makes are blue and green, so it's gotta be Simic.

Final Decree: 'Decree' is very evocative of Azorius. I don't like the design. Any card that finishes the game but don't end it shouldn't exist. This would be much better with Banishing Light technology.
Emblazon: I guess Boros because of radiance. Also the name. I like this card.
Double Agent: Dimir. Agent, stealing permanents. Also like this one.
Terramorph: Izzet. Land disruption is primarily red and Izzet is the official terramorph guild in ravnica. Again, I like this card but it doesn't feel mythic.
Doomsday Demon: Rakdos. Big, suicidal demon. I agree with @Tahazzar this feels too generic to 'belong' to any guild. Not a huge fan of this one. Choosing your next 6 draws will almost never compensate discarding your hand or milling yourself out. The body is not impressive either. I could be wrong, but this just looks like total junk.
Psychic Aneurysm: Dimir, because of the 'psychic' name and the hand size favoring you means you want to play this along side blue, although in practice it wouldn't matter as much as playing along side burn or evasive creatures such that you can win on the spot. Despite this looking like a swingy mess, I think it works like a fun finisher to play with and against.
Roving Manticore: This doesn't feels like anything. The effect feels closer to red-blue because of the repeatable creature control but it doesn't feels even close to Izzet in terms of flavor. I also don't get the flavor of this : is the manticore mind controlling people to ride it ? One could argue for Gruul because Manticores looks quite like a savage beast but the flavor and mechanics doesn't is not evocative of gruul either. About the card, there are few things that I don't like: costing 4 and only activating it's ability at 6 looks very weird on this. The play pattern also looks weak - you threat, swing with a big flyer and then tap out, becoming helpless against that very creature.
Rapid Response: Would fit either Boros or Gruul equally well. The mechanics is more evocative of Gruul because this is pretty hard
bleeding of green on red. I'm all for making colors more versatile and be more flexible with the color pie, I just don't know why red should be wasting cards to protect it's creatures like this.
Inexorable Ooze: Simic. Blue/green token. I feel the Simic fit in this card is very cheap. If the token were just green everybody would assume Golgari because of how well this play in black decks. Blue simply doesn't care about this card, no matter how you build your UG deck. I know it can be played in BG decks anyway, but it's just weird that the card hints the wrong guild so badly.
Titanic Proportions: Gruul. I think how the card plays should be very evocative of this guild. Like the previews card this wants to be played in UG I think because of how well blue draw goes with green ramp and because this wants to be played in a evasive creature to swingy for the win. But it's not a deal breaker like the Ooze because this till fits RG decks at end of the day.
Guild Lotus: The Guild Pact. The card don't swing towards any color.
Final Decree - Azorius. I'll tweak it slightly to make it more interesting and a little less "I will eventually win".

Terramorph - This is a Rare. Mythic was a copy-and-paste error. Somewhat generic I suppose, intended to be slightly Simic in flavored, thought it's archetypically Dimir or Izzet. It destroys rather than exiles because Polymorph destroys. It's part mill, part anti-manland tek (the Gruul mechanic animates lands ueot).
Doomsday Demon - Rakdos. Somewhat generic but that's a feature not a flaw.
Psychic Aneurysm - Dimir.
Roving Manticore - Intended to be Boros. Back to the drawing board with it.
Rapid Response - Boros.
Inexorable Ooze - Golgari. The green and blue tokens were an unfortunate oversight from an earlier iteration that led confusion. My bad.
Titanic Proportions - Intended to be Gruul but could certainly be Simic. The one time it was played in a tournament, it was in fact in a Simic deck.
Guild Lotus - The Ravnica Consortium, obviously. 😉
