This might work better as a "At the beginning of your end step," trigger instead, it feels bad to have to pay life to get this, and then pay more life again to keep it before you can even use it.
I would also recommend including what rarity you imagine this being printed at.

4/4 for 3 is really strong even with this "downside". I could see this as a Vampire for WRB otherwise I'd make it at least 4cc.

This is no where near 'strictly better' than ponder. As bad as the phrase 'strictly better' is, this card doesn't come anywhere close. Ponder looks at 3 cards and lets you rearrange them, then lets you shuffle your library. A more appropriate yet still flawed use of strictly better would be the other way around because you see far more cards with ponder. This is fairly close to strictly better than Opt, which I don't believe is a concern due to opt's fairly low power level.

I won't deny that it is quite a bit better than opt. I said as much, and that I don't think its a concern as I personally feel opt is on the low end of printable cantrips, though its a small spectrum. But the words 'strictly better' is a minefield that is best avoided except when it is literally the same effect +, like if Preordain was an instant, it would be strictly better than opt. However because it isn't an instant there is a significant amount of an argument to be made on the fact that one is a sorcery while the other is an instant.
