I came up with this kooky idea for a WUBRG planeswalker superfriends commander. It has no loyalty abilities of its own, but it has all the loyalty abilities of other planeswalkers you control.
Gatewatch UnitedWUBRG
Legendary Planeswalker
When you cast ~, search your library for a planeswalker card, put it onto the battlefield under your control, then shuffle your library.
~ has all loyalty abilities of other planeswalkers you control.
~'s starting loyalty is equal to the number of planeswalkers you control.
~ can be your commander.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
I imagine that the most common choice for the search would be one of flavors of the Gatewatch's ol' buddy NicolBolas.
It doesn't even require a trip to magical christmas land to play a single ramp spell/mana rock, play your commander on turn 4, grab Nicol Bolas, God-Pharaoh, and activate the +1 on both of them. Now all your opponents lost 4 cards from their hands and have to deal with essentially two Nicol Bolases.
Plus it's a cast trigger, for goodness sake. Y'know, the trademark of 10+ CMC eldrazi titans. The rest of the text on the card might as well not exist because your opponents aren't stopping it outside of Stifle variants or a well-timed Hero's Downfall. And you want this to be something players cast multiple times in a game?
Doesn't unite the Gatewatch either, just calls one member and mimicks them. Should be called "Gatewatch Fankid".
It makes little sense to say Gideon twice is more of a united Gatewatch than Chandra once.
I could see this with a Mairsil, the Pretender approach, where you don't get to have both the planeswalker and its imitator, but over the course of multiple castings add members to the Gatewatch and their abilities. But can spin off/delegate them to outside adventures e. g.
Gatewatch UnitedWUBRG
Legendary Planeswalker
When you cast ~, you may exile a[ny number of] planeswalker card[s] from your hand or graveyard and put an oath counter on it/them.
~ has all loyalty abilities of other planeswalker cards you own in exile with cage counters on them.
~ can be your commander.
As long as ~ is in your command zone [or the battlefield], you may cast cards you own in exile with oath counters on them.

Whenever ~ etb, you may search your library for any number of Planeswalker cards with different names and exile them with an Oath counter on them. ~ has all Loyalty abilities of cards you own with Oath counters on them. ~ etb with a number of loyalty counters on it equal to the number of exiled cards with Oath counters you own.
0: Put a card you own in Exile with an Oath counter on it onto the battlefield.
In light of WAR, I have a new take on this concept:
Gatewatch UnitedWUBRG
Legendary Planeswalker
~ has all loyalty abilities of all other planeswalkers you control.
+1: Scry 3, then reveal the top card of your library. If it's a planeswalker card, put it onto the battlefield, otherwise draw a card.
-X: Reveal the top X cards of your library. Put each planeswalker card with converted mana cost X or less from among them onto the battlefield, then put the rest on the bottom of your library in a random order.

The inherent abilities of the Gatewatch are too similar and too good at inviting using them over other abilities. Really, if you deploy a free planeswalker you get an additional loyality ability for free with it, so why waste an activation of the Gatewatch activating a present planeswalker's ability?
The scry ability - if you want to keep it this way functionally - would play better if you get to choose to not reveal the top card of your library.
Somehow it seems wrong that the +1 can give you a seven mana planeswalker immediately, while the -X cannot do so for a few turns. Putting the two abilities next to each other makes the problem glaring.

Now, Gatewatch United neither gains nor loses loyalty for using its own ability. + and - abilities have to come from other PWs.

You could make a planeswalker with all non-loyalty abilities.

That way grabbing more planeswalkers wouldn't mean you couldn't use a more meaningful loyalty ability, but it's worse at grabbing them to compensate.
