I've been working alot this year, but still behind the scenes chipping away at the (two set) block. I plan to do some live play testing late summer and to have a live sealed tournament in the fall. After which I will put the set online.

This is weird timing-wise. Have you considered replacing "If you don't" with "When you don't" and make this a triggered ability that actually uses the stack. That's how players are going to expect it to work anyway.

This ability reads very awkwardly. It's a replacement effect with an optional trigger? It would probably be better to just make it a trigger on damage.
Ignoring the wording the options are vastly imbalanced. Doubling anything short of basically lethal is usually the wrong choice as it would be better to chain burn spells as opposed to doubling them. Being such a large drop nearly guarantees you won't have a grip full of cards meaning you'll lean even heavier on the tutor. It's rather uncomfortable that it turns painlands into free tutors. Finally it doesn't feel like Rakdos. Previous iterations have need deal damage and something happens, og was sac half permanents and new was a cost reduction. This is deal damage and deal more damage, or tutor. I think it's the choice here that feels unrakdos.
Honestly I think the first ability is plenty strong enough for a Rakdos card. It's simple and extremely powerful. Make him a 7/7 for 7 that doubles damage! And dont forget the flying trample. Then we could finally have a Rakdos Commander worth playing.

I. e. if this gets blocked by a creature with 5 toughness, you get to deal 10 damage to that creature and 2 damage to the player, right? Because lethal damage is assigned before doubling?
That seems like an unintuitive interaction to put onto a single card.

This is in fact how the rules work. As for being an unintuitive interaction, it being on a mythic probably makes it fine.

I'm not sure about it being unintuitive, but I agree it's anti-synergistic. Maybe remove Trample and add Menace.
I had a similar idea to this a while back. The idea was to design guild leaders (each with two symbols of each color in their mana cost, per tradition) by taking powerful effects in each color (effects that usually require two mana in one color) and mashing them together in a synergistic way. For Rakdos, I used the Furnace of Rath effect with the Phyrexian Obliterator effect:

Whenever a source deals damage to ~, that source's controller sacrifices that many permanents.
I had to adjust the p/t to a weirdly small amount, but I like how the card throws the game into overdrive while still using the symmetrical damage doubling to its advantage. Might need to add "can't block" onto it, though.
Anywho, that would be my suggestion to expand upon this design.
