Return all artifact cards with converted mana cost 2 or less from all graveyards to the battlefield under their owners' control. If Flood of Trinkets was kicked, return all of those cards to the battlefield under your control instead.
That seems like a very nonwhite kicker. If the kicker was 1U or 1B it would fit better.
I'm partial to blue since it's more of an artifact-matters color, but "stealing" an opponent's trinkets from their graveyard is also very black, so I made the kicker UB.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
