I need help developing this card. I'm wanting to make a UB build-around "archetype-in-a-card" kind of bomb that uses mill or exile-mill as a viable strategy.

I like this concept, but I think you should use the phrase "That player loses 4 life" instead of "Target player loses 4 life".
Thanks, that would probably be a good idea. Any thoughts on the power level? I was thinking of lowering the casting cost from 1UB to UB. Do you think it would be acceptable?
Can't say for sure... perhaps reduce mana cost to UB and activation cost to 1UB and make opponent lose 3 life instead. Print it out and give it a try to see how it feels. It's hard to estimate the power of cards that are unique.
Notice that this card never makes you win by milling the opponent. Ingest is weird like this.
I feel like having a effect that can easily change a Flying Men and 4 mana to 5 damage a turn is too powerful, or at least too oppressive if you don't have a response. Needs playtesting, though.
This is too fancy way of just saying "Whenever a creature you control deals combat damage to a opponent, you may pay 2UB. If you do, that player looses 4 life you draw a card".
The two are functionally different but feels like all the extra functionality you are adding is just fishing for exile synergies. I would always prefer the simple card over the complicated one even if we lose some synergies along the way.
