At the beginning of your upkeep, look at the top 3 cards of your library. You may reveal a land card from among them, put it into your hand, then put the rest on the bottom of your library in any order.
A card that allows you to draw two cards per turn, except one is a land. Helps you fix your mana and hit your land drops. I'm not sure if it's too cheap or too expensive.
It's definitely not too cheap. An extra card a turn for only yourself nowadays is 4 with drawback. 1GG might be the cheaptest you can make it and even that seems strong in any control shell. Normally to get this effect cheap enough it's symmetrical so you aren't gaining card advantage.
This should cost more. Sure, you only get a land, but that's still a card drawn.
Phyrexian Arena is 3 and this only gets lands and if you don't have a land in the top 3 (which is reasonably possible) it gets nothing.
Phyrexian Arena is a rather old card that causes you to lose life and is well above the power curve. Never use the most pushed version of an effect to justify a similar/weaker/stronger effect.

Considering that you have about a 20% chance of not finding a land and finding lands is generally not that powerful at one per turn it doesn't seem that powerful. 4 mana would definitely make the card unplayable considering that other 4 mana effects can get 2 lands and put them directly onto the battlefield which is vastly more powerful (Skyshroud Claim) If you think the effect is too strong I would recommend changing it to 3 mana to look at the top 2 cards each turn for a land. You'll fail to find a land about 35% of the time so it seems reasonable.

Conditional and symmetrical draw are drastically different from continuous draw. A number of those simply trade resources while the ones that are actual advantage have a much higher hoop than "have lands in deck".
Comparing continuous effects to one shot effects is the worst possible comparison. Seeds of Strength can't be compared to Glorious Anthem,
Cutting down the number of cards seen, thus how often it actually gives you cards, is a way get the effect cheaper. Though I don't trust your numbers on how often it would hit.
