This is very limiting. With not 'or less/more' it constrains how often the ability can be activated because you need to hit an exact number. The smaller the number the harder to hit unless your deck's curve tops out at that number. However if you make the effect good enough to fit through these hoops you can remove the limiting factor by building with that kind of curve leading to degenerate decks.
I have my doubts. Draw up a decklist with some cards using that mechanic and I may playtest it next week, because I am curious enough to see whether it is actually usable or salvagable in a form different from the suggestion to just make it "or less/more".
So technically the card title just talks about "card quality" and not necessariyl converted mana cost, so there are already examples for that.
I actually like the subtle aspect that each card will always let you discard a land plus an additional copy of the card - which is often just something you are fine with to dig two cards deeper into your deck.
EDIT: A negative side effect of this is obviously that this favors discarding cheap cards, while especially in Limited you also will want to have an option to throw away that late game card to find some action against early pressure, but this might be valid as a deliberate choice to encourage aggressiveness in red.

I actually like the subtle aspect that each card will always let you discard a land plus an additional copy of the card - which is often just something you are fine with to dig two cards deeper into your deck.
The ability to cycle redundant copies was present in all previous versions of this mechanic. It used to be discard cards of certain types, and those types always included the cycler's own type. The wording was kind of weird on the old versions of cards like Raging Storm(Discard two instant, sorcery, and/or enchantment cards:), so I moved to converted mana cost instead. I did have "converted mana cost N or less" in another previous version, but "exact CMC" has the notable advantage of making it so multiple "mixer" permanents don't draw from the exact same pool(assuming you cycle redundant ones away), and they can in fact help each other out. It's always good when a mechanic plays nice with itself.
