You need an additional bit of rules to explain what happens after the vulnerability is used. Are the counters removed after the damage is dealt, or did you mean for the first damage per turn to be doubled?

Wait, the next two points of damage? How does this mechanic actually work? Keep in mind that Magic just uses a replacement effect that swaps a damage number for a different number twice as high. How would the damage-modifying replacement effect be worded here? Damage isn't dealt one at a time, so you can't cut up a chunk of, say, 3 damage to apply a replacement effect to one point.
