Reveal the top card of your library. If the total converted mana cost of cards revealed this way is exactly 21, you win the game. If it's greater than 21, you lose the game. You may repeat this process any number of times. Then put the revealed cards into your hand.
It should probably have a CMC of at least 8. It’s basically Ad Nauseum with no downside. Given that the average CMC of nonland cards in every competitive format is quite low (modern and legacy are in the 1-2 range, and I think even standard is probably going to be in the 2-4 range for most standards), this is quite often going to draw an absurd number of cards.
Which goes to another point: As designed, this card will basically never be used for the ‘you win the game’ mode, but instead used as just a massive draw spell (except maybe in niche circumstances where your only out is to hit 21). Which goes against the idea of it being a gamble, most of the time the risk is going to be quite low.
I think that the concept is sound, but that the execution needs work.
In legacy where everything is 0-2cc, you can go as high as 19cc total safely, making this a draw 15 or so. Even in standard, (for intance, UB control) it can safely draw 16 cards on average. Of course, you can always opt just to draw muvh less since you can always spot if you're within danger range.
Probably 7UR or more.

But yeah, used outside of casual combo it's basically just a spell to refill hands.
