This was something I've been thinking about because we're returning to Dominaria, and of course Commander product does do older ones.
Anyway, here was my first attempt:
Xantcha, the Traitor3B
Creature—Minion
Whenever an artifact an opponent controls is put into the graveyard from the battlefield, you may pay 4UB. If you do, create a token that is a copy of target creature card in your graveyard onto the battlefield.
Her legacy is destroying Phyrexia and creating Phyrexia.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
Considering the respective chances of playing against artifacts vs. playing against creatures, I'd suggest making a copy of an artifact card every time an opponent's creature dies rather than vice versa.

Planar Chaos was not a mistake neither was it random. You might want to look at it again.
