Okay so I am a huge fan of EDH (Almost exclusively the format I play, (I may pay in a few limited events however) and While i have fun with the decks I build (And I build a lot) I have also built a few Decks using fake commanders. (One of my most famous was my Horsemen which i have even made a few threads about them before)
Anyway I want to build a deck this time that is completely fake (Well 63% fake. (Why 63? Because I run 37 lands))
It one does not have to be my Horsemen, but I already built them as a commander so maybe it would kill 2 birds with one stone, as I have also done my best to balance them and asked for community help.
But before I determine the commander, Maybe i should figure out the theme, and work my way from there. I could even use new Keywords/Abilities
I will also be bring this deck to EDH night and I know there are some people who will Let me try it. I mean I will always ask beforehand if they are okay, and if they are I will play it. if not, Well then I will pull out one of my other decks.
I do desire to avoid mono color (As a deck, single cards are fine as mono color). But aside form that anything is up for grabs. The only limitation is that I want to keep the deck on theme, even if it si just the tribal aspect.
So send me idea, maybe you have even created a Commander that you have not seen in action. I cannot promise I will use everyone's ideas, but when things are thrown at me I often get my thoughts brewing and can use both suggestions and my own imagination to build this deck.
I should also mention, when it comes to Planeswalkers. These are by far the hardest things to balance. I will not say no to Planeswalkers, but if I agree to them, it will takes a LOT of work to make sure it is not underpowered, but also not Overpowered. (in short, I would rather avoid them)

In addition I thought of perhaps adding a legendary enchantment that allows you to Fateseal each turn (Not sure how many, most likely 3 but whatever) Make teh general more powerful but that is of course 1/99 cards to obtain. (besides, it is not like there are not other cards that make certain generals broken.
Th theme of the deck with this one is that I want to manipulate and control the top card of people's libraries. If they tutor thanks to something like enlightened tutor. well I will know whether it is an artifact or enchantment at the top of their library. But at the same time, perhaps another enchantment that causes my opponents to play with the top card of the library revealed. I will then be able to pick and choose which card i want to play.

Obviously an Izzet spellslinger, but I really like Eminence and like that i could use it to have a secondary effect instead of just tribal based. I mean Oloro, Ageless Ascetic basically has "Eminence — As long as Oloro, Ageless Ascetic is in the command zone or on the battlefield,at the beginning of your upkeep, gain 2 life." It is an interesting effect and i would like to use it outside of tribal effects.
Copying instants/sorceries is really strong, and even if it costs 4 it should allow for answers other than nuking your manabase to keep you from ever casting spells. Inalla is mostly only fair because she only works with a specific subset of cards (and even then she's the only one that also costs mana to use, and she still might be the strongest of the four).
I have a similar gripe with your first creature: 9 mana is way too much to pay for a 4/4 with a strong-but-inconsistent ability (compare Etali) but it's also a value engine so making it stronger or giving it hexproof at a lower CMC will end up feeling unfair. The only two legends that have that combination are Narset, Enlightened Master (who lots of people hate) and Dragonlord Ojutai (who only is hexproof some of the time). Just take this guy down to 4 CMC and remove hexproof.
Fateseal and manipulating the top card of peoples' libraries is a serious feelbad mechanic; if they draw a poor starting hand or their plays don't pan out, then you're there to make sure they never get a second chance. The problem there is that winning this way is extremely slow and involves them sitting there doing nothing for many turns in a row. Either it doesn't work right and you just lose, or it does work right and you become an EDH version of Lantern Control.
It seems like you want a 'safe' commander that can do stuff while being difficult or impossible to remove. Maybe you want a Theros-style god?

I am not saying you are wrong, but Riku does allow you to copy spells for UR (And I am making the copy more expensive than that sine you can do it without casting your general) My new one can also not copy creatures you are restricted to instants and sorceries.

The point is that Riku is a 2/2 for 5 that can definitely be stopped. If you try to copy a spell/creature on the same turn you play Riku then you're actually paying 7 mana (plus commander tax). If you're trying to copy it on the next turn then your deck has to be equipped to keep a 2/2 creature alive against all of the removal that's going to immediately get pointed at Riku by anyone familiar with what he can do.
You're gaining virtual card advantage by not drawing/needing any of the cards that would normally be needed in a Riku deck to keep him safe (you can argue that counterspells are pretty good cards in other circumstances too, but I'll point out that they're also usually not worth doubling, so you lose on synergy).
Repeatableinstant/sorcerycopyeffects are always expensive, and you'll notice that they're also costed based on how easy they are to remove (instant/enchantment > artifact > creature). Your copy effect can't be removed, it should probably cost as much as Reiterate with buyback (or maybe only 5, since reiterate is kinda old and this is max once per spell and only works on your spells?).
On the other hand, the dude himself can probably be CMC 3 (compare Goblin Electromancer or Baral, Chief of Compliance). He has a strong eminence ability, but it's not as though you need to cast him to use that, so there's no point in costing him based on it. Alternatively you could maybe keep him CMC 5 but reduce the cost of his ability from 5 mana to 3 mana while he's in play (in addition to the catch-all cost reduction, making a total reduction to 2 mana).
