Is this balanced? Is this interesting? Is 2 the right sacrifice cost for the token? Could it be 1? See below.

First card I thought of:

When Pernicious Assassin enters the battlefield, you may plot. (Create a colorless Charm artifact token with “2, Sacrifice this artifact: The next card you cast this turn may be cast as though it had flash.”)
Whenever a creature enters the battlefield under your control, Pernicious Assassin gains deathtouch until end of turn.

Target creature gets +2/+2 until end of turn.

1) "Charm" has a magic connotation (IE, modal spells), so please change the token name. You could even call the token a "Plan" token; and maybe this should be "Prepare"
When X enters the battlefield, prepare. (Create a tapped colorless plan artifact token with "T, Sacrifice this artifact: The next card you cast this turn may be cast as though it had flash.)
2) I've removed the "2" because, really, it's jumping through hoops to play this and sacrifice it and pay mana. However added t and made it create them tapped so you have to wait for it.
This is interesting, but it's most interesting in a set with good sorceries. Having the "when a creature enters the battlefield effect" is kind of boring. Also, maybe put lots of prowess in the set, with more sorceries than normal...

I like, agree with, and will implement all of this.
I like quicken effects, and I actually champion quicken at common in a core set just because it will lead to more interesting limited games. This seems like it would lead to the same kind of interesting effects, and you could have other things care about the number of artifacts, tokens, or "plans" you control.

I think a cycle of "Preparation" 1C sorceries would be interesting; you play one, and then chain the rest at instant speed in the future. This is more or less the opposite of your strategic strength cycle (I think this is quite confusing and feels uneasy. I get it that you're trying to "bank" flash, but this does the same thing and feels fine.)
Couple this with "sorceries matter" cards and you're golden.
Awesome idea JamBlock, but be careful... emtombedhydra wants every effect to be that of a superpowered mythic rare.
The 2 cost is very relevant and needs to be there. Just entering the battlefield tapped isn't enough. Yes, it is like jumping through hoops. That's the point. Everyone knows that instant speed spells and abilities are vastly superior to sorcery speed spells and abilities. I totally agree that Quicken and its ilk should be a common though.
I really love this idea. I had a kicker version of it "Quicken(You may cast this spell any time you could cast an instant if you pay 2 more to cast it.)". Neat, I guess, but no where near as cool as the can of worms this opens up.

To be fair, I want things to be good. I think the CIPT aspect of this mechanic stops it from being too dangerous, as your opponent will have a turn's notice you'll instant wrath it.
If you're asking how to cost these; the answer is simple: This costs 2 tacked onto the base creature/spell, as "sorcery-> instant" has historically fairly costed this. (I suppose Prepare Bolt bucks this, as it's suggesting sorcery speed lighting bolt should cost half a red mana. But I'm okay with that; if he wants to cost them at 2R then... well... no one'd run it in modern, would them?
