Attempt for interesting design (hopefuly not Tibalt #2):
Tezzeret, Head Judge UB
Starting loyalty - 0
Tezzeret, Head Judge enters the battlefield with X loyalty counters, where X is the number of artifacts you control.
0: Return Tezzeret, Head Judge to its owner’s hand. -2: Gain control of target artifact. -12: Target opponent loses X life and you gain X life, where X is the number of artifacts you control.
This should represent both artifact stealing and hiding in Aether Spire...
Meh, this isn't super compelling. The artifact stealing mode could get kind of crazy at that loyalty cost, but at the end of the day this is a planeswalker with only two proactive abilities, and at least Gideon, Champion of Justice's "do nothing but gain loyalty" ability indirectly pumped his creature form.
It's also a little odd to see Tezzeret as a two-mana 'walker.
Honestly, the core of the design is fine - I'd just increase some costs and give the guy a fourth loyalty ability.
The problem is that there already are four abilities - first one is static. There probably isn't space for five.

Now the returning ability is a bit more useful, and second one as well.
Would be overpowered in legacy. Dack Fayden already sees play because he can steal artifacts; Tezzy costs less mana and could probably steal two in one cast due to how artifact-heavy legacy is.

Those are really low-mana, staple artifacts that could easily lead to a four or five-loyalty Tezz in the very early game, if not higher.

But it would be beautiful in Vintage.
