Sample booster for Tesla, a community custom set by the Goblin Artisan's group set in Kaladesh.

You choose which creatures attack this turn.
You choose which creatures block this turn and how those creatures block. Siv's death was the torch that lit the revolution.
Census Enforcer - I really like the law you've settled on for your commons. But it would be nice to see all of the law cards together in one thread, because from what we see in this pack, it looks like you could do away with the whole mechanic and just have it say "Oppression - At the beginning of your upkeep, if an opponent controls three or more creatures, effect." You see?
Underclass - Mechanically fine, but the "flavor" is pretty bad.
Controversial Experiment - I've always liked Diabolic Edict and it's many children, but the name, while fine in general, doesn't belong here.
Slum Keeper - Mechanicalistically, it's an odd package for a common, not impossible, just rather uncommon for a common. Quite robust. Flavoristically, it's too dickensian for the setting.
Æther-Warped Predator - Very nice.
City Sentinel - You stole my design!
Road to Progress - Fine.
Channeler of the Untamed - Mechanically, my favorite of the bunch, though the flavor is a whiff for me. I don't get steampunk druid cat rebel.
Malfunctioning Ravager - I bet this functions quite nicely in the right deck. I like it.
Meddling Instigator/Riotous Mob - I still don't like Revolution and probably never will. Maybe I just don't get it, but it seems so boring.
Legend, there are more laws at common. The other two are "it's against the law to block creatures you control" and "it's against the law for an opponent to cast no spellls during his or her turn".

How has this playtested? Seems like it would be a more "common" effect were it only against the law to block the creature bearing that law (rather than every creature you control). Not to mention rather redundant at common.
The entire plane isn't Steampunk, and the parts that aren't are where the Tigrala - like Channeler of the Untamed - live. Theres also the unsettled wilds - where Chandra retreated to in her short story - and the remnants of the civilizations that the Consul has been conquering and exterminating. These are based on traditional Indian creatures; Naga, Garuda, and Tigrala. The Garuda betrayed the wilds and allied with the Consul, the Naga are remaining isolated and relatively neutral, and the Tigrala have basically declared war.

It's our own spin, but inspired by what we know of Kaladesh.
Revolution has playtested well! We did realize we needed to focus it on creatures with an impact on the board, but it was actually quite exciting in our Limited playtests. Do note that the front side is always playable, though maybe on the low-side; it's easy to lose sight of that however, given the difficult activation cost. The Selesnya Sentry problem.
We playtested with exactly the Law you proposed - just on the creature with the law - and found it to be a little underwhelming. This one is more dangerous but also more exciting; we hope that it works out well, but if it doesn't, we could just shift back to the other law and pump up their bonuses a bit.
You know, we don't actually have a world description yet. I'll get right to work on that!
