Another reason to not make Unrestricted Access a two-of is to prevent the potential timing issue that could happen if both players had a copy in their inventory.
If you want more reactions, some design areas came to my mind as you were discussing these cards. (Terminology is probably slightly mixed.) I'm not entirely certain of power level since I haven't actually played. You have been talking about designs that push the game towards a conclusion, so some of these might be a little too defensive.
Trigger - Four or more mercenaries are attacking.
~ deals 1 damage to each attacking mercenary.
Trigger - Exactly one mercenary is attacking.
~ deals 4 damage to that mercenary.
Trigger - You have been dealt damage this turn.
You gain that many credits.
Trigger - A mercenary you control has damaged a CEO this turn.
Put a card of your choice from that CEO's inventory into the dumpster.
Trigger - A mercenary you control has damaged a CEO this turn.
Destroy a mercenary or subsidiary that CEO controls.
Trigger - Two or more mercenaries you control have damaged a CEO this turn.
Put the top two cards of the auction block into your inventory.
Trigger - One or more attacking mercenaries are blocked.
Put a +1/+1 counter on each of up to two blocked mercenaries.
