It occurred to me that mono-colored strategies are relegated to being aggro decks (at least in Modern and Legacy, although I recall this being an issue back when Standard had less multicolor support). The high power cards in a single color often take too long to come online, hence people look to other colors to fill in the gaps in their game plan. An artifact like this would alleviate this problem.
All artifact ramp we've seen recently has come in untapped and provided colored mana in some form. This has neither of those bonuses. In that context, doesn't it seem reasonable?
Wow, I hadn't heard that - source? I'd love to see the reasoning behind it. That seems at odds with cards printed in very recent sets. I wholeheartedly agree about colorless though.

Functionally, this ramps just as fast as an Elvish Mystic (you can't tap elves the turn they come into play either), is less vulnerable to removal, and is available to all colours.

Basically, I don't think we're ever again getting permanent 1 CMC ramp in any form other than green creatures.

So far it's unclear if they think they are too strong for this / next standard or too good in general. But sure it is weird as hell...
