Sure. This is equivalent to the Oblivion Ring-Banisher Priest transition as this is to suspend. The "with N time counters on it" is just an additional clause that specifies how the "duration" of the one-shot effect starts. Similar to the case with Banisher Priest, there will not be another trigger between the last time counter being removed and this thing entering the battlefield.
