I wanted to make something that felt like it was "fully harnessing the power of mana" and this happened:

Legendary Artifact (M) W: You gain 1 life. U: You may tap or untap target permanent. B: Each opponent loses 1 life. R: Target creature can’t block this turn. G: Put a +1/+1 counter on target creature. (2/W)(2/U)(2/B)(2/R)(2/G): Put an 8/8 Elemental creature token that’s all colors onto the battlefield.
Can y'all help me balance this concept into something closer to printable? Tell me which abilities are broken and help me come up with a red one that's closer to balanced with the rest?

...For this implementation, each effect can only be worth about 1 mana, and none of the effects should target.
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

I don't mean to rain on your parade, but isn't that what Obelisk of Alara basically is?
All of the obelisk abilities require tapping. This one can be used infinitely each turn until your mana runs out which it what I was going for. I really don't want a tap symbol anywhere on the card if I can possibly avoid it.

If it is broken, then it is the lack of tap symbols that is making it so.
The blue ability combos with any permanent that taps for blue mana and an additional mana (i.e.: Izzet Boilerworks, High Tide, Vedalken Engineer, etc.)
The green ability provides pretty crazy amount of permanent pump.
The black and red abilities are both rather decent finishers.
The white ability is the tamest, but seems like it could still easily be rather annoying amount of stalling.
Made a version two. White stays pretty much the same but everything else changes. Blue gets toned down a lot, green stays pretty powerful but in a different way. Black feels like the weakest link now.
Honestly, I don't like the design. Having 6 abilities just feels messy. Cramped cards are ugly. If I were you, I'd either cut the pointless 6th ability, or combine all the abilities into one ability. I also don't think there is a good reason to have the card use two-brid mana. Why not just have a colorless cost of 6-8 as a casting cost. The card just feels messy....

This. Repeatable, instant speed discard is something that's not done. Get your opponent down to 0 cards in hand, then constantly use it during their draw step. All they'll be able to play is instant speed cards until they find an answer, which also has to be instant speed.
Oh, the fact that it's instant speed is something I just completely forgot mattered regarding the black ability. Yeah, that one has to go, assuming the whole design doesn't also have to go.
