* There's no way to make that "if not" part of the last sentence of this ability work. Abilities and spells that deal damage don't cause creatures to die; state-based actions do. As such, the creature will never die "this way".
First strike and vigilance are a nasty combo that really can't be dealt with too easily in combat. The first activated ability seems okay, but the second one seems like it's doing too much.

1) Include text versions of any cards - not everyone can see renders. Use the following format.

The second activated ability is very clunky, and templating on both need work (at least you can tell what they are supposed to be doing, so it's not the worst I have seen.)
Drop one of the activated abilities, and clean up the other. The exile ability is kind of cool (though overly similar to [card]
Intet, the Dreamer[/card] - if you keep it, model it after that.) Neither of them feel particularly RWU though; consider redesigning one.

I like his concept, but here is how I would do him:

Whenever ~ deals combat damage to a creature, tap it. It doesn't untap during it's controller's next untap step. T,RWU: Exile the top three cards of your library face down, Until your next turn, you may look at those cards and play them as though they had flash.

I can definitely imagine him in a RWU midrange build, the activated ability is disgusting as it's basically draw 3 a turn once you have enough mana, and gives you some curve with any lands you reveal. The combat lets him lockdown the battlefield, especially with some equipment. And, three relevant creature types for the creature based build.
As a plug heres my favorite RWU commander:

Creature - Dragon Wizard
Flying, First Strike, Haste
Suspend 3 1RUW
Whenever a permanent you control dies, exile it with 3 time counters on it. It gains suspend.
Whenever you remove a time counter from ~ or another permanent you control while ~ is on the battlefield, tap target permanent. It doesn't untap during it's controller's untap step.
