Does Fuse work with suspend? I don't think it does. What's important on split cards is the name. That's all that matters.
Fuse only works from the hand, so you don't have to worry about that complication. However, I think as the rules are now, casting a split card with suspend would allow the player to choose either half of the card to cast, not just the side that has suspend. In this case, you would almost always choose Pillage for the anti-regeneration.
The rules currently don't allow for using existing cards as half of a split card. Even if the rules were changed to allow this though, I think that the functionality of each half should be the same as the original spell with that name. This means that abilities like suspend, rebound, etc are out because they allow for switching between the original spells, and that the split card overall should not have fuse because that allows for a larger entwining that is not available on the original spells.

Targeting happens when you cast the spell, so it's not available to be targeted. But even then, spells can't target themselves (114.4).
Whoops, for some reason I thought the card that I quoted said "another". But yeah, for my version, it could very well say "another target spell".
As for changing the card that I quoted, it could be "Choose a spell on the stack. If it's not a copy of a spell, cast a copy. . ."

I think it'd be more interesting to do something like:
Whenever an opponent sacrifices a permanent this turn, ~ deals 2 damage to him or her. / Each opponent sacrifices a land.
