Not sure... While the cost is seemingly okay, it's in the color of card draw and hand filling. And the fact that you are also very guaranteed to hit an additional target is a problem. With Violent Ultimatum as comparison, try removing the 'cantrip' (which isn't really a cantrip), and add a bit more intesive colors.
A variation from an older card.
Mana Grandiose3GG
Enchanment
Players can't spend 2 or less mana to play spells. (If that spell has an additional cost that causes it to cost more than 2 mana, you may play that spell by paying that additional cost.) "As the advocates of the gods, we have decided to outlaw the use of simple magic in favor of the greater ones to please the gods.
My Mana Saving bac then stops you from spending too much mana but still allows you to play expensive spells provided you can get enough discount. This is the opposite: You are not allowed to spend too little mana to play spells, but you can still play cheap spells if you can increase its cost, like with kicker or buyback. I know that at 5cc this is worthless against Affinity, the mechanic this card will truly murder, but then again too cheap and this will destroy pretty nuch everyone. What say you?

I think its pretty awesome. though, its too expensive for eternal formats, you figure with chalice, sphere, thorn of amethyst, and other cards.
for what it does, i think you could lower the cost a bit, possibly 1GG, i think that could work nicely.

Storm Sorcerer BBB
Legendary Creature - Human Wizard
Storm Sorcerer can only be played if it's the third spell cast this turn.
Sacrifice: Draw 5 cards then discard 2. Lose half your life, rounded up.
Storm Sorcerer; his abilities have only little synergy with each other, besides that, it's cost is quite high for a part of its abilities...
Let's rethink this card, first off, why should it be legendary? it's a 'storm sorcerer', name doesn't sound too special, possible flavor but nothing to see for now...
Suggestion...
Storm Sorcerer :symb::symb:
Creature - Human Wizard
Sacrifice ~: Draw two cards, you lose 2 life.

storm sorcerer feels like 3 cards crammed into 1. Storm is more red than anything, so here's my take:
Storm Sorcerer BBB
Creature - Human Wizard
If you have played three or more spells this turn, you may play ~ without paying its mana cost.
Sacrifice ~: Add RRR to your mana pool.
2/1
I like Nightseeker, and I could see it as a 1/1 for U to mirror deathgreeter, soul warden etc.
my card (based on Guild Wars):
Mark of Insecurity 2U
Enchantment - Aura
Enchant Creature
Enchanted creature loses all abilities.
Mark of Insecurity is decent for what it does (a Fowl Play that doesn't change the power/toughness), but is unfortunately weaker than Snakeform because a) its effect is not relevant for all creatures, b) is not a cantrip and c) can't be used as a combat trick. As a simple common, it's all right but could benefit from an additional p/t change or even flash to add that extra oomph.
Felis of the Ninth Paw
Creature - Cat Warrior (R)
As long as Felis of the Ninth Paw is enchanted, it gets +1/+1 and has lifelink.
As long as Felis of the Ninth Paw is equipped, it gets +1/+1 and has vigilance.
As long as Felis of the Ninth Paw is both enchanted and equipped, it gets +1/+1 and has first strike.
1/1
Felis of the Ninth Paw; Quite nicely balanced, it's clean and interesting, and not too forget it's printable, even with only a single enchantment op equipment it's playable...
My card, just because I'm tired and currently out of ideas; Karn, Planeswalker
Artifact Planeswalker - Karn
+1: Put a +1/+1 counter on each other artifact you control.
-2: All other artifacts lose all abilities and become creatures with power and toughness equal to their converted mana cost until end of turn.
-9: Until end of turn, you may play artifact spells without paying their mana cost.
4
That Planeswalker seems like a more overpowered version of Tezzeret...Also, no artifact planeswalkers, that's like one of them unwritten rules. A Planeswalker is supposed to be its own card type for a reason.
Power of Conviction
:xmana::1mana::symw:
Tribal Instant - Cleric
convoke.
Kicker 1
You gain X life.
if the kicker cost was paid, Creatures your opponent controls get -X/-X until end of turn.
Power of Conviction: just expensive enough that it isn't broken. The kicker could be 1B to give it some synergy with convoke, and make the cost symmetrical.
Resubmitting Mark of Insecurity, not too sure on the wording this time. I don't know how to word it so that it could target Troll Ascetic or any other shroud variations.
Mark of Insecurity 2U
Enchantment - Aura
Enchant Creature
~ can target creatures with shroud or protection as if they did not have those abilities. Enchanted creature loses all abilities.
Yowza. Being an enchantment creature, Wisdom Incarnate benefits from Enchantment support and creature support, as well as being hindered by enchantment and creature removal.
If it would die, its essence sticks around (note that its card drawing ability stays) and it gains the ability to tap for U. That last part just seemed to flavorful to pass up *You have Wisdom itself by your side fueling your knowledge and thus it becomes a source of Blue mana to further fuel your understanding of the world*
while i really like the flavor and elegance of it's design, it seems a little too powereful as a mono-blue card for five with only two cc. I think making it cost :3mana::symu::symg: and tap for would keep it jusy as flavorful (green and blue both highly value wisdom, although in differant ways, and green likes creatures and mana production)

Ether-Mist Divinity: It's actually printable like this, I think that if wizards would print something like this it would be almost the same...
Altough, putting artifacts & creatures into play and triggering activated abilities sounds blue/green rather than blue/white, but that's just a minor item on the card.
I DO need to say that I would be seriously disapointed to find this as my mythic rare, but I have that issue with more mythic rares wizards is printing at the moment so that part should be fine as well...
my card; Shockrunner
Creature - Elemental Scout
Haste
Whenever another creature comes into play, return ~ to it's owners hand.
2/2
The first thing I thought when I saw Cheat Death is that the flavor of the card is a little off. If the effect was to gain X life, or maybe to do with returning creatures from your graveyard to play, the name would be fine but the fact that the life-gain is dependent on the no. of cards in graveyards suggest the name should involve...something with spirits, ancestors, descendants or something like that. But anyway, that's not important.
Cheat Death is a good card, though it is very different from Angel's Grace. In fact, it is much more similar to either Blessed Wind or Heroes Remembered in its ability to gain a LOT of life. Unlike those cards though, Cheat Death is an instant and is less costly, so it is a little stronger. I'm not too sure if Desperation is necessary; with most decks by the time you're on 3 or less life, you already have access to 7 mana. Oh, and the reminder text never mentions the actual cardname. Usually they say 'this card' or 'this spell'.
I like your solid flavor text though.
Battlefront Assistmage :1mana::symw::symw:

Aura spells you play cost less to play.
Equipment spells you play cost less to play.

2/1
Hmmm...I see the flavor with dealing with enchantments/auras, but not so much for equips, dealing with artifacts seems more blue than W.
The effect is kinda like Simic Guildmage's in the sense that it moves an aura from one creature to another, although allowing to do it to any permanent does allow for some shenenigans (though none that i can name off the top of my head). All in all it's good, and if anything can be knocked down to 1W, I mean Eteherium Sculptor only has a CMC of 2 and also makes a certain type of cards (artifacts nonetheless) cheaper to play.
This card is very simple. It's terror, but for W instead of colorless, you get to target ANY creature. Considering we have cards like vindicate and Mortify, this is something we should have gotten a while ago >_>

Resurgent Rage: Cool card, really balanced, it's almost exactly the same as Reckless Charge" target="blank">Reckless Charge Except for the fact that it's a sorcery, where you can use this as instant speed, about same power alltogether and a nice addition to a lot of decks who depend on cards like Reckless Charge" target="blank">Reckless Charge to work.
My card; Knight of AllWUB
Creature - Human Knight
First Strike
~ has protection from all colors.
2/2
If as a rare, I reckon Knight of All is a very well-balanced card. It is pretty much a 2/2 unblockable first-striker with shroud that cannot be damaged, which is a rather impressive set of abilities. Certainly the Knight is better than its counterpart Voice of All, though the three-coloured mana cost justifies an increase in power level. Personally I think the abilities fit better on a :symg::symw::symu: card, as I feel green is a more appropriate colour for 'defensive' magic like protection. In fact, Knight of All is much like a mini version of Iridescent Angel so it can easily be a white and blue card.

3:1 is a good ratio. Ironically you could add delve without changing the power level, and it would be convenient if you have one less than a multiple of 3 cards in your graveyard. In standard I don't think there's enough graveyard tech to abuse this, and further than standard you have to contend with Tormod's Crypt and so forth, so I doubt it's be a problem.
@Madolaf, you didn't comment BoH's card yet it's part of the whole thread so don't forget it
Soaring Crelith; I think he's rather powerful but okay since it's a multicolored card, not something I would like to face in limited....
Zealot Propaganda; cool card tough a bit unoriginal, wouldn't it be more interesting to have the kicker gain you 3 life per discarded creature or something alike....

The Convent - Cards like Necroskitter and Endless Whispers suggest that this could be mono-B. I don't see why this is tribal, as clerics have never had anything to do with -1/-1 counters or reanimation. The power level is fine though, could be lowered to 2BB.
