This is a top-down design, so I hope the flavor doesn't require any additional explanation. The resource gold is limited by the permanents with it you can play. The ability to return the cards from exile is incidental, but as I feel negligible as long as gold value is not added to cards that are not printed with it.
The mechanic is linear and parasitic on first sight but seems flavorful enough to check whether the principle can be used.

One obvious way to make the mechanic more interactive is to combine it flat out with the GDS gold mechanic and allow it to be converted to colorless mana and/or life for such payments.
I consider this also as a step towards compatibility between custom sets as well. So it seems like a good idea to me.

My gut instinct says: "This is extremely parasitic, strange for no good reason, generally unwarranted, and potentially broken in some combo deck." I don't really feel that the top-down flavor works, either, since it buys from graveyard (?) and exile (???) - which is a bad design idea, too. But I want to see some cards, first. It's pretty much impossible to evaluate this in a vacuum.
There is an alternative version I considered. It sells from the battlefield and lets you cast a spell by buying it from hand. Does that flavor make more sense to you?
The main argument against that version to me is that it is mechanically just another resource beside mana. What do you thin?

Nothing about this specifies exactly what a gold value is, so I feel that needs to be made clear. At first this just looks like it uses mana, but maybe it doesn't? How is gold tracked? Does it go away at end of turn and steps?

I dislike how you can get the cards back from exile. I understand why you included that detail, but I think being able to bring any of these cards back from exile so easily is ridiculous, especially if you have any exile removal that will be seen in limited.

I guess that's part of why I think it's unwarranted, and why I want to see some cards. I don't see what this adds to Magic that can't be done more elegantly in the existing framework.

I've always felt like I wanted gold to actually buy things from stuff that's on the battlefield, because if it doesn't do that, I'd want to merge it with my discover ability it make it buy things from your deck, but boy would that be complex.
So, the GDS is one way to do it, but another might be to have cards that create an economy as you get more of them in the battlefield.
Some creatures give you gold -> Some lands have the ability to function as markets (Heck, Market Subtype!), where you can buy things from them if you have gold.
It'd be a way to make your lands matter more.

A gold value is a number printed on the card (or possibly defined by an ability). It states how much gold you get for selling the permanent and how much gold you have to invest to buy it. You can't buy or sell something that has no gold value.
Gold you have can be theoretically tracked in any way. For now its a numerical value like life total, mana of a certain type in your mana pool, damage marked on a creature or the amount of counters on a permanent.
Gold is not mana though. It does not go away as steps and phases end. Unless it is decided to adapt it do the GDS proposal (which I personally consider likely though) it won't interact directly with mana.

Goblin is Shattering Pulse with buyback for 2 less. It also attacks.
It's also strictly better than Manic Vandal, which is a better comparison since there is no obfuscation of the fact that there is a difference between instant speed and sorcery speed and other details.
