The first ability needs to be worded so you can use it without a target. It's also a watered down version of Tamiyo's +1, which means it is both weak and unoriginal.
The second ability can be used for 0 to just draw cards. Usually, that's what I would do with this.
It would take a long time to resolve the last ability. A looong time. Something where you search for some number of cards and put them on top after shuffling might work, though I'm not sure if that is strong enough for an ultimate.
I apologize if my criticism is too harsh, but I think you can do better than this.

Better? I kinda like this also. The ultimate is still really strong. Which I was going for, but yeah a limit is needed. Still too much you think? Wording on +1 ok? Second ability is suppose to give you that option or allow you a limited dig.
Can this be not-Jace? I think Jace has already hogged enough of the design space for blue planeswalkers.
As for your abilities:
+1: Until your next draw step, creatures gain "This creature doesn't untap during its controller's untap step." and "At the beginning of your upkeep, you may pay 1. If you do, untap this creature."

-8: You get an emblem with "Whenever you would draw a card, you may instead search your library for a card and put it into your hand. Then shuffle your library."
I feel like Archmage Ascension would be a really cool emblem for a blue walker to give off its ultimate.
That is very cool Terminus Edge. The only issues I see is the wording would be so small. Too wordy? That first ability would be the correct way to word it. But first and last is too much.
Also as a tournament player ascension is brutal. Not so much the effect, but the ability to stall out a game. It would be sick. Every turn a player could take a minute or two to tutor the right card and then shuffle well. I would hate to create a teachers beyblade moment again. Sure Scry 20 would take awhile, but it limited to the damage it does game wise.
Perhaps -7 You get an emblem with "At the beginning of your upkeep scry 7". That would eliminate the need to shuffle and still be quite powerful.

But seriously, are secrets his only allegiance? Is wanderer one of those nouns that you can describe how the subject relates to the object? Is he wandering the secrets around like how a Jace, walker of dogs would work.
Maybe secrets is just a place I haven't heard about because well it's a secret.
