Wisdom Symbiote is very very good. It should definitely cost more, or change to only two counters.
Forbidden Experiment should probably be 2B, or at least BB. As it is, I think it's slightly undercosted.
Seraph's Decree should say:
Whenever an opponent casts a spell this turn, draw a card.
I think its power level is good though, if not a bit low. It doesn't feel like a rare at all, maybe even a common.
The other two seems appropriately costed. I especially like the first one.
Edit: On Roulette, there doesn't need to be the "more" in the last phrase.
He's saying that the bear and rebirth differ by one coloured mana and one card exiled, which doesn't really help to create a mana-to-exiled-creature-cards metric. One dead creature happens pretty soon. Three is probably far later.
Seraph's Decree -- I love how it's a worse Silence but looks so much more exciting.
It's not strictly worse. Think of how it works against a deck like Storm. In any UW deck, drawing cards equal to their storm count is more than enough to find a Mindbreak Trap.
Silence = stall them for a turn.
Seraph's Decree = stall them for a turn (if they're smart), or find an answer to the combo and then end up with a backbreaking advantage.
The decree will not affect spells already cast, or storm copies. Silence makes them not able to cast spells, period. Decree makes them not able to cast spells, unless they're sure they could kill you, and that they could handle you drawing cards when they're storming out.
Also, I haven't used the term "strictly" because there's that Mindslaver guy and I can't punch him over the internet.
I don't see how that's relevant. If you're smart enough to sideboard in a silence against storm, you ought to be smart enough to read when they're about to go off. Cast decree then. I'm aware that decree doesn't trigger off the storm, but it /does/ trigger off of the spells used to build up the storm count.

I don't see the connection you're trying to make. Are you equating drawing 3 cards to a bear? Because if you are... You're wrong.
Any less than 2 cmc and you have just made a card that is ancient recall in black that has the added cost of exiling cards from the grave
2 cmc is borderline /under/costed. It's almost too good as is, and would only be average at 3.
