Red needs land destruction to feel whole again. There needs to be some card to battle Valakut, Moorland Haunt etc. Craterize isn't good enough. Ghost Quarter doesn't have flavour. That's why we have Tear Down.

Many, many modern nonbasics don't produce colored mana- the Innistrad cycle is a really good example of one. This card is far too good against those. It's the the same issue of Path to Exile- it does something far too good for the cost.
I'd normally say that you could have them just fetch any land, but that's not good either, since they'll most likely fetch a copy of the land you destroyed...
I don't think there's a way to save this design at the cost you've got it at. MAYBE at 2R. MAYBE. Probably not.

This really should be just Ghost Quarter. It's worth noting that this is a 1 mana Stone Rain against colorless-producing lands, which is a bit overboard.
