Onto Skim...
It's simply a variant of Scry. The text would be almost identical. It would go something like:
Bentic Spelunker2U Creature - Salamander Rogue (C) T: Skim 2, then draw a card, then discard a card. (To skim 2, look at the top two cards of your library, then put any number of them in your graveyard and the rest on top in any order.) 1/2
So the only difference is where unwanted cards would go.
This is relevant because I was planning to use this mechanic for a set with graveyard interactions, and I think that it feels a little better in all colors, as more colors interact with the graveyard than with the library.

Nemesis Mindslicer3B Creature - Horror (U)
Trample
At the beginning of your upkeep, skim 3. Then, put a -1/-1 counter on Nemesis Mindslicer for each card left in your library while skimming. 4/4
Searing Visions2R Instant (U)
Choose target creature or player and then skim 4. Searing Visions deals X damage to that creature or player, where X is equal to the amount of cards put into your graveyard while skimming.
But then, you can also play with some exclusive interactions that you get with skim, thanks to the discarded cards being visible. Nothing too exciting, just something like:

At the beginning of your upkeep, skim 2. If a land was put into your graveyard while skimming, draw a card.
Lobe Gorger3BB Creature - Vampire Zombie (R)

When Lobe Gorger dies, skim 2. If a creature card was put into your graveyard while skimming, return Lobe Gorger to its owner's hand. 4/2
I think this mechanic could be a perfect fit for a set with Narcomoebas and Bridges, even if it's a small innovation over Scry.
I like Skim as a mechanic, in the sense that I wish it were what Scry had done all along, but I don't know how wise it is to use mechanics that are so nearly identical to preexisting ones. It makes me think of when Vanishing came around, and even though the latter ability was more intuitive, it was confusing to some players because they were accustomed to the former, very similar, mechanic.
That aside, I still like Skim a lot and encourage you to use it. I particularly like the how-you-skim matters effects you're including, and all of the skim-related cards are interesting and fun.
I prefer: If you skimmed X; For each card you didn't skim; for each card you skimmed.
Without the environment, it's difficult to evaluate the mechanic. But if there is a good amount of graveyard-size based mechanics or something like flashback/unearth, skimming is a whole lot better than scrying, and should be priced accordingly. shock + skim should be 2R, for example (it's very close to draw a card with unearth/flashback).
Mindslicer seems rather good for a 4/4 for 4 at uncommon, especially given that skim 3 makes a poor drawback.
the looter is also very good... it's loosely a preordain spellshaper.
I agree with ryzorz that it isn't worded correctly. I think what you want is:
"Skim 3. For each card put into your graveyard this way, [effect]."
"Skim 3. [effect], where X is the number of cards put on top of your library this way."
etc.
If you skim into unearth/flashback cards, its not like drawing cards. Because those cards typically get used twice instead of once. You only get half of their normal effect.
