You may cast Grizzled Janitor during your cleanup step, but not at any other time. (You can't cast spells during the cleanup step unless a triggered ability or state-based action happened during that step.)
"Cleanup in aisle--oh, to hell with all these aisles."
This particular flavor is meant partly as a joke, and "the cleanup step" is one of those things that automatically serves as a huge turn-off to a budding card's prospects. But the core question is "How difficult is it for a deck that sets out with the dubious goal of gaining usable cleanup steps to achieve that goal, and what kind of rewards can they afford to get when they obtain it?"
Is a 3/3 creature even that relevant in a day where design mindset is leaning towards a large number of cards that are each game-swinging on their own?

This is probably a blue effect. I think it's amusing, but not particularly compelling - a deck that's doing things with its cleanup step probably isn't also doing anything aggressive, unless it's with Ball Lightning or something of the sort.
514.1. First, if the active player’s hand contains more cards than his or her maximum hand size (normally seven), he or she discards enough cards to reduce his or her hand size to that number. This turn-based action doesn’t use the stack.
514.2. Second, the following actions happen simultaneously: all damage marked on permanents (including phased-out permanents) is removed and all “until end of turn” and “this turn” effects end. This turn-based action doesn’t use the stack.
514.3. Normally, no player receives priority during the cleanup step, so no spells can be cast and no abilities can be activated. However, this rule is subject to the following exception:
514.3a At this point, the game checks to see if any state-based actions would be performed and/or any triggered abilities are waiting to be put onto the stack (including those that trigger “at the beginning of the next cleanup step”). If so, those state-based actions are performed, then those triggered abilities are put on the stack, then the active player gets priority. Players may cast spells and activate abilities. Once the stack is empty and all players pass in succession, another cleanup step begins.
Ball Lightning triggers at the beginning of the end step. In order to get priority during the cleanup step, you need a card that triggers at the beginning of the cleanup step (o:cleanup) or you need an ability that triggers off an action that is happening in the cleanup step (for example, if while discarding down to your maximum hand size an ability triggers like Basking Rootwalla's madness or Liliana's Caress or Emrakul, the Aeons Torn) Or you need a state-based action to be performed (for example, maybe a creature has -1/-1 counters equal to its toughness and a Giant Growth effect is wearing off).
This is all extremely narrow which relegates a cleanup step play restriction to silverbordered cards.
So, a one mana 3/3 you get during your turn. Hardly a drawback. Cool idea behind it though. =P
Seeing as triggered abilities don't trigger in hidden zones (that would just be unfair), you can't actually cast this during your cleanup step. How about an ability that triggers then? relegate it to silver-bordered land methinks.

Custom Card / Set Reviewer
When reviewing custom cards / sets, I look for (a) flavour, (b) function, and (c) cohesiveness, generally through a risk focus.
There's no triggered ability. If you can get an ability from something else to trigger in your cleanup, then--and only then--you'll be able to satisfy the casting restriction on this. It's all a thought experiment to determine what reward is fair for jumping through that particular hoop.
