The basic idea is a mastermind pulling the strings from behind the curtain.
The flavor is pretty much that of a Xanatos Gambit as well: Even in your attempts to stop me you are just furthering my plan.
The ability is also geared towards multiplayer politics, allowing one player to enable you to steal from another.
Both abilities (sans the life loss) are primarily blue and PC black. In this case the permanent stealing of a permanent fits black as possible tertiary color quiet well.
I can see a strong case for :symw::symu: as the colors though.
What about the balance? Is the cost/ability ratio alright? Should the second ability be active on the third/fifth spell rather than the fourth? Would the card gameplaywise benefit from being cheaper?
How could I improve the color pie accommodation without changing the concept to much? Can I lose the life loss and keep it gold?

I think people that cite cards from Planar Chaos in color pie arguments should get an infraction.
Anyway, that cards seems way too complicated. I'd cut one of the abilities (the first one could get annoying real fast so I'd keep the second) and one of the colors (I agree that this is only black because you tacked on the life loss).
I think that second ability is just going to create game states where three or less spells are cast each turn. At that point you might as well be up front about it and make it white.
Maybe something like: David Xanatos 3WW

Opponents can't cast more than 3 spells each turn.

Which color would be the second color to get permanent Mind Control effects? I personally would prefer to not give them to red so the thin line between what control effect goes where is not blurred.
Sorin Markov makes a good argument that control effects on a flavor character can go into black. So does Captivating Vampire. Evangelize reminds us that in the past it was white. So I would make a case between those two (Willow Satyr? Not my case).
Since Preacher is the past and Captivating Vampire the present, I feel justified.
I have cited PC knowing that the pie showcased there is not the core pie of its time, but as a reminder of something I can also show with more contemporary cards.

When my opponent casts the third spell I cast an instant (maybe even countering the most recent spell) and get a permanent for free. You just ran into Lex Luthor's perfectly set up trap!
The card's abilities were meant to support the same "play during opponent's turn" as Faeries did in Lorwyn (besides other options).

On the card suggestions: David Xanatos seems like it answers a different question. It's far less about pulling strings as much as about having a hand on something.

Countering two spells in a single turn already nets you a permanent (and stealing a key card can be devastating as I know from a face off between Captivating Vampire and Steel Hellkite in my playgroup). Should it be made easier?
So remembering to count spells will also not be to hard if you already have used the first ability each time. It's also a reason I would like to keep it (even if reduced only to half the effect (which would net you ~ a line of text)).
