Could this card be realistically made (after receiving a non-placeholder name and a type to match), and if not, why? Is the effect just too much even for 5 mana? Does it force a swerve too far away from the creature-centric image of the game that seems to be set in stone with TPTB these days? Is that six-word effect (with shades of Worms of the Earth) so profound that players might get confused about its ramifications?
Feroz Ban places a less restrictive "ban" on creatures (pay 2 more), that thing costs 6cc, and that thing came from a time when creature decks weren't as pushed as they are today. I'd imagine a card that would do s omething similar to cost more, or cost the same but would be easier for a creature deck to get rid of.

Feroz's Ban is from Homelands, when they were rather skittish about pushing anything lest they have cards that might be situationally better than the staples of the time. Surely Wizards' School isn't the benchmark for lands to be compared to these days.
Poisonous Vapors is a custom card you created in '69, pal.
Uhm, I'm not sure a Magus of Lethal Vapors (a. k. a. Gassing Giant) without destroy clause is a good design though. Creatures are easier to remove than enchantments, but they are also the main medium of interaction.
Full lockdown is on a body as bad as on a chant - making the main card type a dead card type.

With all the critter kill these days you could probably put that on a critter and skip the destroy clause.
