I would go for "at least" 5 mana , as it can potentially cheat very expensive spells , and in worst you get a pseudo ritual to boost storm count.

This would for sure be usefull with enough cards, as it can boost very expensive spells (that are otherwise unplayable) and if you can get it back with the spell you might get a bunch of infinited loops running (but hopefully most of the "multi" regrowth cards exile themself if they resolve).
Cheaper than 5 is too dangerous as we have quite a lot of very powerfull spells (Time Stretch and the like) that you need to keep in check.
Well ofcoure 5 mana is the point were the card gets "constructed playable" and can spawn decks , i wouldnt say its ridiculous broken compared to Hypergenesis and all the stuff, but its a card that "can" do crazy stuff.
However, a potential "fix" could be to take Dream halls as an example and just make it a 1 time spell:

This could work aswell and might do the trick for just 4 mana, if your goal is to get a card with it.
Its on the powerlevel of "show and tell" and obvisious you might get a bunch of Progenitus / Iona and the like with it, spells you might aim for Cruel Ultimatum and other annoying spells.
Colorless you might get an artifact not a spell, but its an effect that fits blue the most with all its "Dream Halls / Mind's Dessire" etc. etc.
*But theirs also artifacts that do the trick, just more "randomly"

Thats what happens with cards like this, its "storm" or something else to combo.
Its quite similiar to "Sins of the past" which was also played with Minds Dessire to fire the Storm combo.
But its really not "broken" on itself, its like expensive Mana Ritual most the time and it obvisious "needs" expensive cards that make it worth to play it (which means the cards tend to be "unplayable" for you otherwise).
It was at that moment that I realized: I'm kinda just making these things up. We can just write the rules the way we want them to work. People will have fun, and people will get it.
The base cost of this spell must be the base cost of the most expensive instant or sorcery is in the game.
Then subtract a few mana to compensate for the fact that you are losing a card to cast another card, kinda like a mana producing spell.
Then add mana to compensate for the fact that you can use this to cast any color spell in the game, and +1 free storm count.
Yeah, 8UUU sounds about right, as orius suggested. You can cast it lower, probably as low as 6cc (so that it essentially replicates a black lotus or in terms of mana bonus to a spell), but at that cost it the implication is that it _is_ comparable to a black lotus in power.

Look at the green free creature spells. They costs3GG. You can play Progenitus with them.
Green creatures tend to be easier to deal with than free instants/sorceries. Every color can deal with creatures. Not every color can deal with instants/sorceries. Because of such, the costs can't be that easily compared.
What is the "Logic" to cost this card at an uncastable amount of mana ?
You will never ever reach 8+ mana just by your normal mana.
If you can ramp your mana with rituals any storm spell will win the game.
Nobody wants a deck full of clunky overcosted junk and hope to hit this "10+" mana card to get them into play for a 1 mana discount.
We have spells like Summoning Trap that cheat creatures in play for 6 mana, Dramatic Entrance for 5 mana, and all that.
Even older cards, like Show and Tell (just freaking 3 mana) , reanimate cards (1-4 mana) , theirs Oath of Druids which is freaking undercosted, Gamekeeper, Dream halls etc. etc.
All of them are "Undercosted" for sure, but on their own they are not the problem they create decks, they make the overcosted cards actual playable (as you ignore the cost overall).
Sins of the Past is an example how such a card should be costed, and its a really "bad" card actual, that only made sence in combination with Minds Dessire to increase your "Minds Dessire" count.
This card "can't" cost more than 7 mana, which is the absolute and "really really" maximum it can cost to have any chance to see play.
Theirs Brilliant Ultumatum which is pretty bad , that costs 7 mana, and the only chance that the card actual matters is to hit something stupid as Emrakul (or more Brilliant Ultimatum).
So what ever the reason is, i really don't get why you can even "imagine" to make this card 15 mana or anything around this.
This card will give you 1 free spell, but if it costs you so much mana itself, why the hell should someone play it ?????
And no matter what, you "can't" translate C => 2 for such expensive cards.
It works for sure for cards that are CC => 2C or something like 2CC => 4C but thats it, if the card gets expensive like 3CCC you "can't" make it 9 mana to get the same, as 9 mana is so freaking much that nobody will ever pay that mana.
On a basis each land drop after the 4th land is actual worth 2-3 turns, so your 10th land drop will be around turn 20 and if its earlier you actual spend so much "dead" lands on nothing.
No matter what, if a card costs you 7+ mana its allways going to be crazy powerfull and decides games (if it doesnt, the card is just junk and unplayable bad).
So really, with a look at cards in the past with similiar effects, this card is made to cost 5-7 mana, it can't be less and it can't be more if theirs no change to the card.
The effect makes no sence as a "colorless" card with a one time effect , but even on artifacts theirs potentially stuff that does similiar results, Temporal Aperture for example and similiar stuff (a handfull of Mirrodin cards aswell).
But they are not really "good" , just hardly playable in some kind of special deck.
And its just a joke if you say "this card should not exist" , it allready does in different ways, as its a fundamental part of magic that cards will cheat around mana costs.
