Very overpowered. Sacrifice an artifact, T, sacrifice ~: return target artifact into play seems more appropriate, and even then that's still too powerful, making it a mini-welder.
As it is, it generates infinite mana with something like sol ring, any of the 5 moxen, or any artifact that taps 1 mana, even the crappy sisay's ring. Infinite STP effect with something like duplicant, infinite damage with triskelion, etc, etc, etc.
Whew, busted! That's infinite creature/artifact CIP triggers for one red mana. And it also reanimates any artifact for one red mana, forever. Put costs on the abilities and make the first one require tapping to prevent any shenanigans.

Well that prevents some combo madness, but it still looks too strong to me. I think the tap ability should have a slight mana cost too. However, it does look like a less-busted goblin welder, so it's a start.
Maybe. He is very powerful because in t1 even if they get rid of welder, they didn't really get rid of welder with all the moxes and random artifacts around.
If he were to have any mana it would be to add 1 colorless to his tap ability, although I think that is irrelevant if you're using this guy to cheat bigger things into play.
