Choose X - ~ deals X damage to target creature; and/or destroy up to X target artifacts; and/or gain control of target creature with converted mana cost X or less until end of turn; and/or X target creatures can't block this turn; and/or target creature gets +X/+0 until end of turn.
It's kind of sexy, though situational.
Edit: Damage to player changed to artifact destruction. More versatility, and probably less powerful.
409.1b If the spell or ability is modal (uses the phrase “Choose one —,” “Choose two —,” “Choose one or both —,” or “[specified player] chooses one —”), the player announces the mode choice. If the player wishes to splice any cards onto the spell (see rule 502.40), he or she reveals those cards in his or her hand. If the spell or ability has a variable mana cost (indicated by {X}) or some other variable cost, the player announces the value of that variable at this time. If the spell or ability has alternative, additional, or other special costs (such as buyback, kicker, or convoke costs), the player announces his or her intentions to pay any or all of those costs (see rule 409.1f). You can’t apply two alternative methods of playing or two alternative costs to a single spell or ability. If a cost includes hybrid mana symbols in its cost, the player announces the nonhybrid equivalent cost he or she intends to pay. Previously made choices (such as choosing to play a spell with flashback from his or her graveyard or choosing to play a creature with morph face down) may restrict the player’s options when making these choices.

Aww, I figured you'd be able to bypass that by the clause of inability to cheat. For example, you can pick three modes, but then X must immediate afterwords be 3, otherwise you're not making a legal move. For example, in theory you could play a land from your hand face-down with morph, simply because your opponent wouldn't know that it wasn't a card with morph. However! Such a move is illegal. The rules has no built in way to "catch" it, but it's still illegal. Therefore, I assumed this card could simply force the opponent to take non-illegal action, and therefore you would pick X modes, then pay the respective amount, else be a cheater.
Otherwise yeah, it wouldn't work.

If the kicker cost was paid, choose X — CARDNAME deals X damage to target creature; and/or CARDNAME deals X damage to target player; and/or gain control of target creature with converted mana cost X or less until end of turn; and/or X target creatures can't block this turn; and/or target creature gets +X/+0 until end of turn.
Or you could do something really crazy with replicate effects...

In this instance, the value of X is determined as you choose the modes. Choose 3, and it costs 3R.

Whether or not 5R can get you all that is up for debate.
That's also a good point. The problem is, with less modes, it's not that good. If anything, perhaps I could change the damage to a player to, destroy up to X target artifacts, and then it might be playable? Ember Gale and Master Warcraft show that 5 creatures not blocking isn't too much. If I change the damage to just creatures, it generally picks off just one. The steal plus pump is kind of like Unwilling Recruit when combined (less intensive, but more restrictions on theft.)

Either way, really. I just went with "X can't be more than 5" because it has no room for confusion. (But, neither does "You can't choose an effect more than once" so that could work as well.)
Additionally, I don't want you to be able to choose up to X. Because of the card's power level, I figured that if you can't meet the requirements of one of the modes, being unable to use it could help water this card down. (Which is why I'm still tempted between dealing X damage to a player, and destroying X artifacts.)

EDIT. Although, this may cause confusion, as people would try to choose the same effect more than once for a X of 6, for example.
