The only additional ruling I can think you might need would be, "You may play spells or abilities that many only be played as a sorcery while only spells with Wait are on the stack." This would open up the interesting option of responding to spells with sorceries during your main phases. (I think.)
Note: Yes, the ability can be used instant speed unless stated otherwise. And, when a spell is played, you choose the target for it. Just because a spell has been waiting doesn't mean it can pick a new target.

Are you sure? Because Double Thought's cost is identical to Think Twice - I simply remade the spell with a different keyword so that you could see they would be mostly similar. :/
I understand I tend to make confusing stuff but, I think Wait is fairly simple in comparison
