Ugh, I hate Vintage. It makes things nearly impossible to balance (since just draw three is upright busted in it.)

I think it'd be cooler with the name Fetching Finch.
The threshold ability makes no sense in White-Blue. This is not something White or Blue does - Reclaim is Green, as is Loaming Shaman, and Green really likes these mechanics both.
Now, I can see this card being Green-Blue, as Blue does have a way of making the library and the graveyard talk to each other, but never White.

No card type... and by no means fixed. It's still Recall, in basically every way. It might even be better.

Lacks a spell type.
I hate to break it to you, but ancestral recall in any format is broken. The drawback is a joke, too. You start discarding a card two turns after you cast this... which should be game over. The "drawback" only hits you 5 turns after you cast it. On the most basic level, you can just put it in burn/aggro if you're worried about the discard. Of course, why put it in aggro if you have an ancestral recall fueling your standard combo deck?

Make Ancestral denial only 1 time counter, and lower it to two cards. That approaches balanced.
That just crosses the line the other way. Drawing two cards for U, but then discarding a card every following turn is jank. One or the other would do the trick.
