I think suspended sentence is a bit weak. It will take a lot of effort to keep it suspended and activate in at the proper time, and there is no real benefit for it to be suspended aside from avoiding being hit by discard cards.
Why tap an untapped land you control? Why not just say 1?
The fireball is interesting (and powerful as a spalsh color), but, yes, too wordy. I'd rather see it split into 5 different cards, although that may mean losing the uncounterable part.
The merfolk wizard is quite powerful, much more so than you'd think. spiketail hatchling cost 2cc, does the same thing, and is an almost-staple in vintage. While the merfolk doesn't fly, yes, I'll definitely use it over hatchling.

Not really. Remember, that the only way to counter something meaningful would be to control when it unsuspends, hence the 1U ability to remove a counter. In order for it to be a colorless counterspell, you'd need to pair it up with a jhoira's timebug. This is not in any way a ghostfire without red mana.
Besides, null brooch sets precedence, and its much more combolicious than suspended sentence+timebug.

Suspended Sentence is supposed to get four time counters and cost zero to suspend like Seeonee has posted. I fixed it. Sorry for the confusion.
Mondu/Sutherlands - What decks use it in Vintage?
Would this "Force Spike" ruin Vintage in some way, or is it just very powerful?
Hatchling is in tenth and Mana Tithe is in the format, and they haven't been seeing much play in Standard or Extended. This leads me to believe that the Merfolk would be okay to print for those formats without breaking them while still giving another tool to Vintage.

Oh, I made the Blaze like that because I wanted it to fit with the Lorwyn Elementals' flavor of being all colors.

I'll switch the cost to put time counters on Suspended Sentence to 1. I remember thinking of something when I made it like that, I just can't remember what it was I was thinking.

If I made it suspend with one time counter it would be a counterspell for 1U. How about if I just switch the time counter removal cost to just U?
I've skimmed a few Vintage sites and don't see (m)any Force Spikes/Hatchlings in recent decklists.

Its run in fish. It won't ruin vintage, but the fact that its better than a card already seeing action in vintage should be an indicator that it may not be as weak as you think.

Not if it has only one time counter on it as you suggested. It's an instant, so the player can flash it out and pay 1U to unsuspend-play it to counter a spell.
