Ramshackle Dragon: A lot like Clockwork Dragon. Interesting, but it's powerful enough that you don't have to sacrifice any artifacts to make it effective, so it loses some tension.
Artifact Flow: Neat, although it is a tiny bit clunky. Aside- wouldn't it work about as well with Veldaken Familiar wording? It would encourage more library manipulation.
I like the operate mechanic, however I would also put the stipulation that if the card were to go to the graveyard, the operating creature would also go there. Seems more balanced that way.

Flow of Destruction: Has rules issues. You need to choose your targets as you play the spell, before the spell starts resolving. How can you choose your targets if the value of X is only determined during resolution?
a 7/7 flying artifact creature for 6? I think that's a little way undercosted especially considering artifacts hardly ever get flying without it being an activated ability or something. I think it should be: At the beginning of your upkeep remove a +1/1 counter and sac an artifact, considering it's an artifact set.

Hmm yeah, that's a problem. Is there any way to word it differently to make it work? Adding "As you play [this], remove..." or something? I really don't know. :/
